If they want a ruler from 'a period more distinct from early "Roman" Byzantium', which I think makes sense, I would still suggest other rulers besides Irene- she's hardly the most accomplished. Alexios I Komnenos or Basil II would be better choices I would say. If they need to go for a ruler who is female for diversity I think Theodora is still preferable to Irene.
I really, really don't want to see Jadwiga's animations reused. Her girlishness is kind of charming on her, but I don't want a game full of teenage girls.

I could imagine the Vietnamese leader using Tomyris's model as a base actually. (mostly because I can imagine Trung Trac or Lady Trieu bearing swords).
Bear in mind that while some animations are recycled not all of them are. If a leader were to use Laurier's model as a base for instance, they could replace the animations that feature the pince-nez with new ones.
But overall, I agree with the assumption that the two remaining female leaders of NFP are probably Trung Trac and Theodora.
I'll take this especially if that means Maria the Mad won't return.
I'd say another wildcard female leader could be Jigonhsasee if they go with the Iroquois again, but even then Hiawatha would probably be the better choice in that regard.
Also if they don't use Theodora I'm expecting Justinian considering all of the tweets that they did referencing him.

I mean Justinian was only in Civilization IV right? So you're basically punishing the poor guy for being married to Theoroda! But yeah I'd rather not see him either, because I would actually much rather they went for a more recent ruler more detached from the times of the Western Roman Empire.

I like the idea behind it but there needs some definitely tweaking:
Instead of taking over the other civs cities and units, because that's bonkers , why not you basically add an extra "delegation/ambassador" based off one of her children and earn possible culture, or diplo favor if you have GS, similar to the diplo quarter for both you and your allies.
Opera House is an okay building but it should replace the Broadcast Center and come earlier at Opera and Ballet. Honestly it should probably be a unique building for Italy though considering they are the home of opera, but it does works thematically with the whole music ability for Austria and I like it better than the coffee house. Too bad the Ski Resort is in the game now because I would have loved that for an Austria unique improvement.
As for the UU, they could get the Grenzer, considering the Huszar is originally from Hungary anyway.

That's why Maria Theresa keeps getting trotted out as the 'Austrian' ruler: she ruled when Austria was very much going its own way as a State and was a powerful influence in Europe, and she wasn't a complete non-entity, epileptic or reactionary.
On the other hand, we could always have Franz Joseph with the UA that he Lasts Forever, but all the Leaders in Civ last forever, so No Joy there . . .

i think the Austrian ties to HRE are definitely an argument for why I’d be very much happy to see Maria Theresa be made an alternate leader for the Germany in this game, which is effectively the HRE.

There is a Civ VI Mod which has William (The Conqueror or The Bastard, take your pick) as both a leader of separate Normandy and as an Alternate Leader for England. That would be a nice mechanic for several Leaders, like Maria Theresa for Austria/Germany or Alexander the Great for Macedonia/Persia or Macedonia/Greece, or Temujin for Mongolia/China . . .
Eleanor leads two civilizations by personal union, and the same would be true of Maria Theresa. Leading multiple civilizations by conquest is a little touchier.
Sure, I could see Manuelito or Geronimo using a more subtle leader animation like Matthias or Hojo. The devs might also go the route of Poundmaker but see comment below.

I think Chandragupta is a little close geographically/culturally, but then again we got Bolivar using Pedro animations so it wouldn't be that inappropriate.
Probably a Gorgo, Tamar, or Seondeok. Definitely not a Jadwiga. And probably not a Tomyris either since the Berbers would already have an uphill battle distinguishing themselves mechanically from Scythia.
Taking Chandragupta comment to an extreme, I would hope the alternate leader for Mongolia or China wouldn't share animations with either extant leader. If anything, I think of all the leaders in NFP Kublai probably deserves an entirely new animation set.
Can't see Jadwiga. Jadwiga has very childish animations, and Trung Trac would probably be a lot harsher like a Tamar or Tomyris.
Also, fun thought, but we could feasibly have female leaders using male animations or vice versa. Imagine Irene of Athens using Matthias's animations or Trung Trac using Hojo's or Dihya using Shaka's. or, flip side, something like Simeon using Tamar's animations. Could make for some interesting switch-ups.

Alexander should have just been an alternate leader for Greece and Persia. Would have been a lot more elegant and avoided the generally underwhelming Macedonia design.
