While I wouldn't put it past them and this is a totally acceptable hypothesis, I also have my own tinfoil theory that Spain may have been planned early on to either be blobbed with Portugal and led by two leaders; or the devs were experimenting with "clone" civs, wherein Portugal would have been a clone of Spain. Either way, the idea would have been scrapped before release.
Some part of me still wishes we were still getting something like that. There are certain civs like Portugal that, no matter how much the devs try to differentiate them, still feel very similar to other civs due to sharing similar cultural histories. I would rather the devs acknowledge and lean into that more, maybe actually open up design for Austria/Prussia, Mughals/Maurya, Umayyad/Fatimid, Sasanian/Parthia, etc., instead of constantly insisting that we get Spain and also Portugal separate because of tradition. We can have clone and semi-clone civs to conserve design space and maximize the roster.

I would support something like this. Although I would be fine if they just shared a lot of uniques (wouldn't even necessarily have to be consistent across clones...say give one pair two distinct UUs but another pair two different UAs).
Also, just to be pedantic but I would consider Denmark-Norway to have a much stronger cultural history than Norway/Sweden.
No to the Alexander ability everyone is throwing around, though. The dude might have been infectious but we don't need Alexander in everything. I'm happy to keep him compartmentalized away from all the other civs, tyvm.
i only mentioned norway sweden since both were in the kalmar union and denmark isn’t in the game, lol. Obviously Norway/Denmark makes more sense, although a scandinavian cultural ability encompassing all 3 as well as Icelnad would be cool.
In the livestream earlier today there is a hint that a replacement of a trade city state of likely Lisbon (making it likely a Portugal civ is coming next month) that is Venice and was pointed out on a reddit post and thought it was likely that not only Portugal is likely, but that Venice/Italy was very unlikely.

Hey, I just gotta note that the Sui Generis mod does exactly this. It divided every civ into cultural/ethnic/geographic categories and has an ability for each group. This includes some groups that don't even have an associated civ yet, like Pacific Northwest (Haida?)

I’m happy with this. It is strange to play a game that focuses so much on city-states without having representation of the Italian ones that most people think of when the term is applied. Would a playable one like Venice or Florence have been nice? Sure, but I can understand the complexities of implementing it in Civ6. It was a bit easier in Civ5, given that version focused on tall empires where you could get away with a great one-city empire.

I don’t disagree that Portugal are likely, but my immediate thought when I saw the Venice CS is that it could replace Antioch - the bonus gold to trade routes would fit nicely with a Venice theme. And if Antioch are gone, that points towards the Byzantine Empire as a new Civ, no?
Antioch has been important to several cultures. Its absence wouldn't necessarily point towards the Byzantines and even if the Byzantines were in, Antioch could still exist separately as well. Muscat and Nazca could've easily been a part of the Arabic and Incan city lists and still exist as independent entities.
The argument for Lisbon is a little bit different. A Portuguese city list cannot exist without Lisbon (even if Lisbon isn't the capital in game; it's *the* most famous city in Portugal) while a Byzantine list can without Antioch.
So, I would say that the assumption that Venice replaces Lisbon is reasonable based on what we know. However, without knowing Venice's actual bonus we don't know which of Portugal/Byzantium are in. Oman is also possible if the replacement is Muscat. (unlikely, but it might be plausible!)
We can however somewhat safely assume that Portugal OR Byzantium are in the september dlc. Maybe someone should see if the devs accidentally left a name in the source codes, like they did with Vietnam/Kublai? have the redditfolk look into it plz.
Something that hadn't crossed my mind before but, it's possible that Venice will be introduced in the next patch, as a replacement for whichever City State it replaces. Mitla replaced Palenque across all platforms, including those that don't have NFP. So we may know more once the patch goes live.

No thank you. The absolute last thing this game needs is even more abilities or ways to get bonuses and yields. They're already through the roof. I hope they trim back bonuses a lot in Civ 7.
well i wasn’t suggesting uniting the civs, that comment was made in the context of cultural/union abilities, so I was speaking in the context of a Scandinavian/Kalmar Union ability

i looked into it, and i mean, it’s cool, but both the actual implementation/specific abilities and the different distinctions aren’t exactly what I’d have hoped for. It’s better than nothing I suppose but the mod is very—and I mean VERY—imperfect

Is it necessary for you to talk down on the very hard work of an extremely great modder like that? You don't need to like the mod, but many others do, and it's not necessary to insult him and say "oh well it's uh better than nothing" or "very VERY imperfect."
Funnily enough, I had a fever dream a while ago (before NFP dropped) that we're getting a "Barbarity of War" DLC featuring Basil and Kan Krum (the guy that made Nikephoros II skull into a drinking cup). Would be pretty cool considering the two states had something like 45 named battles across 600 years.

Vietnam (basically confirmed in leak, strong fan request)
Byzantines (returning fan-fave)
Portugal (returning fan-fave)
Bronze Age civ (Babylon or Assyria, perhaps, as much as it pains me to consider it)
Native American Civ
Leader: Kublai (basically confirmed in leak)
I'm hoping for something a little more out of the box than Babylon or Assyria, personally, but I think this is what's most likely.
Well, if we don't have Babylon and no Italian representation in NFP, we can cross our fingers for a second round of passes. There will still be some good names left in any case: Iroquois, a civilization of the Maghreb, a fairer Celtic representation that some people have asked for (Gauls or Ireland) and maybe Austria. And I was forgetting the alt Egyptian leader .
