I think Britain, Germany/Prussia will be in the main game instead of Russia.

I think Russia will be crossroads of the world along with Burma (maybe not this name but one of the dynasties or Bagan), Aztecs and Babylon (or something for Hanging Gardens or Petra). I think that covers the theme of Crossroads well. A Eurasian civilization, a civilization that sits between India/China/SEA, a civilization the middle east, a civilization that sits between north and south america in the Aztecs.

I hope when Babylon is added, its associated wonder is either the Processional Way (including the Ishtar Gate) or Etemenanki, given that the Hanging Gardens were almost certainly in Nineveh, if they existed at all; the Hanging Gardens are best left unassociated. At any rate, given the presence of Dur-Sharrukin, I suspect/hope we'll see Assyria first.

I believe Russia has the strongest claim of the three: we’ve seen a Russian wonder, there are indications of a Russian leader, and, furthermore, it could represent the end point of the historical path of Central Asia (Persia > Mongols > Russia). Germany also has strong claims due to the sighting of a German wonder and evidence suggesting the presence of a German leader.

As for the British, all we have is the University of Oxford, which might not even belong to the Modern Age (it shouldn't be). It's also not as strongly tied to the British Empire as, for instance, Big Ben. Additionally, we still have the Normans present on the island of Great Britain.

Among the three, I would say the British are the least likely.

I would be tempted to agree if not for these buildings that the eagle-eyed JNR found.

I really don't know what civ or culture these buildings could belong to if not Russia. This city hall or palace is emblematic of neither German or British architecture.

I really don't think we should expect a stronger thematic tie to the first two DLC than "civs we couldn't fit into the base game."

I agree that Russia would fit well in 'Crossroads of the World'. However, as Zaarin said, I don't expect so thematic packs either. In any case, I'd bet that the British would come in 'Right to Rule'.

Don't forget the Romans were present on the island of great Britain as well, so we actually have 2 British civs already on launch

So after today's stream we now know the exact total is 31 for leaders, and 5 of them are personas of leaders among the initial 26.
Correction, 31 civs, 26 leaders, 5 of those 26 are personae for 21 unique leaders.
 
While it could have been just because of the leader, with them mentioning Norman -> America being a more standard path to it, makes me think likely the Norman goes to French Empire and America, and Britain isn't in the base game after all. While that would likely mean Russia and Germany on the last two slots, I also think Germany may not be in the base game and instead being added together with at least a more fitting exploration age path to it (and both it and Britain being on one of the first two dlcs packs) and the last Modern civ possibly being a surprise civ we haven't been hinted at yet.
 
Oh gosh, I hope I got everything new, so hey, the new livestream was awesome! Not only we got America's Game Guide (confirming the Statue of Liberty is their associated wonder) and Benjamin Franklin but also Harriet Tubman! + Qing and Siam too. Ok so the full changelog beside these:
Kasubi Tombs is named Muzibu Azaala Mpanga (it's the main royal tomb);
Grand Canyon got confirmed;
Doi Suthep got shown on UI the civic tree (probably the Siam associated wonder);
6 (or 7?) new IP: Bukhara (Bukhara), Cheyenne? (Big Timbers), Dahomey (Abomei), Kokand (Tashkent), Nepal (Kathmandu), Romenia (Bucharest), and maybe Tiwanaku (Tiwanaku);
 
So if we count Britain as one of the "confirmed" civ, I think we can safely say the last Modern one is Prussia/Germany. At 0:44 of the Tubman's first look, you can see an army commander with a flag with the House of Hohenzollern. Russia is probably saved for Crossroads DLC then.

I always thought Russia should be Crossroads, I mean it cannot fit the description better.

This is becoming an increasingly huge "if" with every bit on info we discover.

Things we've seen potentially hinting at Germany: wonder, Frederick leak, maybe Hohenzollern flag.
Things we've seen potentially hinting at Russia: wonder, Catherine leak, maybe city hall building.
Things we've seen potentially hinting at Britain: wonder, "b-b-b-ut London is built in layers!"

I don't understand why Catherine has to lead to anything since Trung Trac doesn't have Vietnam?
