The personas will be available at launch though, whereas the DLC civs only arrives in the weeks after. I wouldn't doubt that we're getting Persia eventually. Maybe they want to reveal a certain number of explo civs before the stream since they will appear there. Maybe some Persian uniques or abilities aren't set yet or deal with systems meant to remain unrevealed for now.
 
A little off the current topic, but I think White Tower should be under Confirmed instead of Conjectured, as it's been shown by name as the Norman associated wonder (screenshot from Antiquity Age stream)

Update: Xerxes got revealed with 2 personas, same situation as Ashoka, one of the personas is a DLC, so yeah, another mention to Persia in Antiquity and that is it for today

I'm going to repeat my predictions made elsewhere.

We are getting Ottomans on game release as a continuation for Songhai and Abbasids. And maybe Mongols as well.

Britain is in as a continuation for Normans. Russia and Germany are out.

America doesn't have a historical route from Normans, though it has gameplay unlock.

I think all civs will have gameplay unlocks and none will have only gameplay unlocks. America will continue from Normans and Shawnee (and maybe Hawai'i).

It will be considered historical path for Inca, Shawnee and Hawaii. But not Normans.

Agree Abbasid goes to Ottoman.
Monogol can probably choose the same under the human player but they still need their own line for the AI, who would it be if not Russia?

The problem is that we haven't seen anything that hints at the Ottomans so far. We haven't seen architecture, a possible associated wonder, simply nothing. I think, at this point, if they were included, we would have seen something by now. Which is a shame, because they are a very fitting transition from the Abbasids, who, without them, will likely have to go to the Mughals.

Even if they aren't in the base game, I predict they will come soon. At least "Crossroad of the World" screams Ottomans, and potentially Byzantium, to me.
Then again, we got several warmongers in the Great Negotiator's leader DLC, so who knows? :dunno:

I actually expect Ottomans and Byzantium in Right to Rule potentially--I think Crossroads of the World will have the civs with wonders already in the game (Goths, Assyria, Silla, and...I'm sure I'm forgetting someone--probably not Teotihuacan, Temple of the Sun notwithstanding).
