You're talking about the private zector, not government.
The private sector is only bound by laws emanating from the government.
If the laws allow discrimination, the private sector will take advantage.
If the laws prohibit discrimination the private sector will have to work harder to discriminate and will face penalties for doing so.
So if a set of laws, lets call them Tim Titwillow laws, allows discrimination and segregation against people with blonde hair, then blondes won't have more fun.

I don't know what this was intended to respond to, but it doesn't address what was quoted above it, so presumably something else.

I don’t think it’s that high. That would mean more than 1/4 of the population in France is black.

The pamphlet: hey, for some student populations, this sort of pedagogy is not only unhelpful, but can actually be quite harmful for learning, and if our objective is that all students learn the material, then we should incorporate different pedagogical approaches

As far I know ancient slavery isn't based on race, even Plato was enslaved for while.
