My opinion on this City-As-Improvement (whatever you guys call it, I'm calling it CAI for short
) mechanic :
It does drastically change settler civs. An obvious example is that Spain now settle Toledo on the Horse instead of Madrid next to it. (As ironic as it may seem, it is historical --"

I think this CAI should not be generalized to be used all over the world
Let's implement this CAI only on :
- All single-tiled island (Cyprus, etc.)
- Sri Lanka
- Java and the attached Bali
- Hawaii? I don't remember how they looks like now.
- South Africa (Winburg? I forgotten the name)
And then,
This is to prevent Human abusing this mechanic
AI got 100% effect according to the era
Human got 50-75% of the effect according to the era
So if for example, resource A grant 6 hammer : AI got 6 and Human got 3.
That's my opinion so far
