Everyone else has done a good job on Question 1, but no one seems to want to contribute to Question 2.....

The archers are to protect our workers and settlers from the vampires that keep erupting. New camps are appearing all the time in the northern steppe.

@D'Artagnan, I got antsy when there was no forward movement. It need not have occurred had you posted your intentions earlier. Standard SG protocol is 24hrs to get the save and 48 after that to play and post with additional time for discussion if needed, just so long as the team is aware of what is going on.

As it seems you are asking for advice in the partial(?) log posted I will respond that the Great Library is not the best building for our needs. Let someone else waste the shields. Little libraries, harbors for the coastal towns, some courthouses and a Forbidden Palace are needed right now. I know it seems counter intuitive but building the Great Library will do more to slow down the tech pace than almost anything else we could do. The FP could go in the City on the gold hill, or in the wealthier of the two central towns. The advantage of putting it in the city on the gold hill is that town seems to be our best commerce generator and I foresee Copernicus and Newton's in there in the future. It could generate a ton of beakers all on its own. Putting it in one of the central towns will help with shields, though, so it is really a matter of which one can finish it faster, I guess.

Regarding GL: Is England or Iro building it? If not, and you can get it done quickly, try to get it. If England or Iro are building it- don't try. It's likely some of the AI you don't know are building it also.

Personal bias coming out here, but before I support building the Great Library I will need at least four good reasons to overcome my reluctance to do so. In a game such as I thought was being played The Great Library has too many negative factors associated with it:

1) Without a carefully timed prebuild it is unlikely that we will get it and will end up with a very expensive courthouse or something. This is Emperor and the AI get a decent production discount.
2) The invested shields could be better spent on infrastructure that deliver permanent benefit, rather than a benefit that will soon expire.
3) We lack the contacts to get any real benefit from the Library and even when we make more we will not get any real benefit from getting techs at third price as the abillity to use those techs as trade bait is greatly diminished since we will be peddling them at fourth price. I would rather self research to a tech and get it at second and be in a position to sell it at third, fourth and fifth. And if we are diligent in exploring we may even be selling at second anyway.
4) The Great Library does nothing to help research, whereas courthouses, libraries, harbors, workers and acqueducts do have a direct effect.

Like the monk, I think a player in this game would have to work pretty hard to come up with reasons for actually building the GLib. More contacts for trade and shields invested in little libs and other necessaries are a worthier goal. Unless you're fighting an age behind the AI, the GLib is a dead weight on your civ, stagnating proper research and trade.

If someone has actual reasons for why such a build would be worthwhile, I'd be interested to hear them.
 
Like I said before, the GL is a crutch. What is needed to go on higher levels is tradink skills.
 
In the Ancient Age I am Wonder-Adverse. I really see no reason to build something expensive that has a temporary impact on the game. I don't really care for the Theory of Evolution for this reason (one time impact), except as a stepping stone to Hoover Dam.

Later Wonders, which have affects that do not expire, are much better planned purchases.

In the Ancient Age I think we should focus on growth and expansion and generally ignore the Wonders.

I would rather let the AI do the work and build the Wonders and then we capture it or research-to-expire-it.
