I believe it is half your base gross income, that is 50% of your gross income before it is modified by upkeep or stability.

nah j/k... I'd hate that (actually I'll never buy another metropolis after round 1 I think, but it'd still be annoying, but nice in a sort of 'this is a harsh killer-GM wurld')

I'm not doing anything exciting either if it makes you feel better ^^, other than showing off and reassuring my populace about maxing out debt for megacities and some spare change divisions. I'm not even in that fancy conference you're the host off. : )
