Because an hability with roads seemed complicated to me. We already have Rome with automatic roads and Persia with better roads.
Maybe builders could use charges to build roads, even if it would be completely lame.

Talking about Star Wars, I've only seen The Phantom MenaceI had a friend who had to go online and read up on the entire Star Wars plot before going to see the movie, then after watching said that he wasn't that impressed and nothing was very surprising. Kind of the same thing.
