Well, we can grow into some unhealthiness and it will still be better than not doing it.
Example:
We are at 42 Food produced and 36 food eaten
and 20 Health / 19 Unhealthiness
next pop( size 19 ) assuming we assign him as a specialist
42/38 food...Great Merchant from Economics will make it 43/38
and 20/20
if we grow another pop(size 20 ) and grow into 1 unhealthiness....still assigning the extra citizen to a specialist so no extra food is produced
43/41
and 20/21
at this point, you can take a citizen off those sea tiles and use him as a specialist which would make it 43/43 41/41 and it stops growth
if you grow to size 21 and use the citizen to work a tile with 1 food
44/44 42/44 -> starvation
and 20/22
but in this example, youve taken the specialist you had moved off the sea tile above and put him back on it
past 20 and it doesnt look productive. Allthough 20 seems right for now, once we get factories, coal plants...itll change.
