Civ3, was designed to be simple. They wanted to keep the feel of the classic (I hope they have the option to turn it off, not that I will)
Sounds more like a editor thing (set Hitler against allies)
I hope some thought is put into this (maybe have them appear at a tech and dissapear at a tech)
What would you like for modern?
Check the manual. Monarchy is described as a Feudal monarchy.
A Sultanate is different

Yes but if they wanted to keep it simple why are they now going back and adding it again? That statement contradicts itself. I don't think it was a matter of simplicity. Several times its been stated how so many things about Civ3 were left "incomplete" and only via patches and expansions were they ever added. Many (not all I admit) think Civ3 was very incomplete compared to previous versions. Making the game simple is okay because they revamped many concepts which are easier to understand now, but thats clearly not what's happening here.
I can't tell just by what they said if its an editor thing or not, it seems to be an assumption that its editor only. I'll reserve judgement, however until I know one way or the other.
You hope they put some thought into this? Don't make me cry.
I'll have to go back to civ2 and read up. The modern era is weak compared to the others thats why I bring it up. And it seems incomplete because it never goes into a future era which civ1 and 2 did. Going into the near future was something that really endeared the original civ because it was so cool to push your civ farther than the current history of man.
Then before I make further comment, perhaps someone better define the differences between a feudal monarchy and a sultanate? I can tell you that a lot of "sultans" in history looked a lot like Feudal monarchs, except they were islamic instead of Christian. They were supported by regional lords called "emirs", "Atabegs", "Pashas of 1/2/3/4 horsetails." A reference somewhere might help. And I checked my local encyclopedia.com but they have no specific entry on sultan![]()
