Romans 19 - 3 = 16 (The Roman leader already in the game represents what we know of as the apex of the empire, and most successful Roman Emperors would be very similar. Besides, we are likely to get Byzantium and some Italian citystate empire (Genoa/Venice), so the Romans are not a priority.

Romans 17 (16+1) If we talk about a Civilization there is a undisputed number one. They offer well known and famous leaders of every couleur. A republican consul (Scipio, Marius, Sulla, Pompey) would be a great alternative for Trajan.
Russians 15 (18-3) Peter fits well. A separate Soviet Civ would add more to the game.

Spanish 10 - 3 = 7 Difficult choice, while I think that all the civs on the list deserve an alternative leader, Spain already seems to me very well represented with Philip II, so that an alternative Spanish leader does not seem to me that would add something to Spain as compared to alternative leaders of the other civs of the list.

Russians 15 + 1 = 16 - Another leader would add much, although it cannot really be Catherine or Elizabeth, since they are too close to Peter, and no, the Soviets should not be a separate civ, because the USSR was not a separate civilization, but a chapter of Russian history (that lasted merely 70 years)

Persians 19-3=16 All of these could use a second leader and I would be in open arms of Persia getting a second leader but I'm very skeptical that we would ever have one of the DLC civs get a re-release in later content. Why would they re-release a DLC CIV (even if it has a different leader) in an expansion that would only lower the value of the DlC that Persia is in.
Romans 9+1=10 Rome has plenty of great leaders from different periods of time with various agendas to choice from. Not all options would have Trajan's objective for playing wide.

Indians 32 + 1 = 33 (Absolutely one of the most crucial civs to find a second leader for. If Ashoka is out due to his play style being too similar to Gandhi's, one could look to Akbar or Shivaji for a military bonus and cultural bonus of some type).

Romans 11 - 3 = 8 (Being famous and important as a Civ doesn't mean a second leader isn't necessary, especially where the first one represented Rome (in bonuses) so well)
