Looks like the new 3.19 system requires you use CvPlayer::trigger to set off a full event trigger (player gets a popup with choices), and possibly CvPlayer::applyEvent to set off a single event (player gets no choice, just hijacking the event system. Though that isn't required anymore as we can send MP data without using events at this point)

(when i noticed something was odd) in a city with 10 pop. Cities reduced to 1 soon after and stayed there for many many turns. As far as I could tell it was only Blight and not the pestilence thingie combo.
