Content staff is the fancy name that the admin got for some people that they asked to help clean up certain parts of the forums of outdated/wrong stuff and to organize things up ( like for example, the Civ IV strategy articles area ). The mods you see with that tag as well, are the mods that are responsible for a certain area of the forum and that coordinate the non-mod members of the content staff.
