And you are correct, the Apostolic palace granted that city to Persia, and I cursed it because I would need to move my troops to retake it, and then my defenses would be undone.

Didn't you read my post. The Apostolic Palace granted the city back to Persia, which I was at war with.

Since when can that resolution come up when you are at war with the civ? As far as I can recall it doesn't do that.
In fact, I'm pretty sure the city assignment vote isn't allowed when the two players are at war (especially since I just took a peak at the C++ code for the CvGame::isValidVoteSelection function which, at first glance, appears to prohibit exactly that).
So we are back to this: "Unless there is some mod that makes it do stupid things like that." (Well, once you correct the typo, anyway.) Or possibly this could have been changed in a patch at some point, in which case you should patch up to v3.19.

I was thinking that the Axemen built a decoy mountain so my army wouldn't take Heliopolis.
