As you can see in the detail it is not always per country but more per jurisdiction.
It is a matter of opinion what is good or not so good.

It is not related to freedom of speech

Whether called law or in older time tradition... this map is about a very basic law used by societies also long before concepts like freedom of speech came into existence in the modern way.

It is an integer as treshold value and green is not 0

So... both less and more than average is somewhat elated to poorer development...

You can see that so called less developed areas in Africa have a high value and so called less developed areas in Asia have a low value.
I think it is mainly a matter of old tradition unless "modernised" by the western culture.
Whereby even in that western culture there can be big differences see US, see New Zealand or Scotland.

So no to poor development

It is a human right (no subset) if you would describe it now.
But 1000 years ago it would have been described in many areas as a tradition whereby noted that at that time, I guess, it was in many areas or groups of the world already formalised into law.

Ok perhaps subset is a wrong wording, this is part of the article of human right not human right in general? Because when refer to it as it, indifferent with human-right, semantically it means it's a part of human-right, not human right in general.

Nothing within the human right, as tied to culture as marriage or starting a family, is this about that?

It has much to do with the right to marriage and the right of starting a family... it almost comes down to the same... almost... a map for marriage would be slightly different.

That's a complicated one, depends probably per country
but I guess in most countries you can inherit at any age, but as long as you are a minor you are legally incapacitated to accept the inheritage and that heritage will then be parked at your parents or a guardian until you are a major.

And that answer is that this map exactly equals when you are a major and entitled to inherit
