Something to do with how much of the land is under a single government/authority's control? That's the only reason I can think of Afghanistan being so deep blue (but then Pakistan, India and Bangladesh confound me again)

usually seperatist party thing polls about 6% across the country . 70% of the Kurds regularly vote for A-K-P , meaning it is the fear (that A-K-P would win an absolute majority in the Parliament if the votes of whatever current seperatist party was to fall under 10% and thus considered void) that a lot of CHP supporters vote that way . It is not related to claimed 15 or 20% of the population being ethnically different .

So which territory in Ireland (not northern Ireland) is run by other groups, wants independence or is disputed by foreign countries?
Italy, by the way, has a serious movement (by both sides) for splitting the north and the former Two Sicilies. Which is rather far larger than a mere <=10%.
Lastly, how is Spain not there? (ie not even a >5%) :p
Looks like whoever made the map primarily wanted a reason to label some people as "insurgents", not make a point about the government being accepted in % of areas.

The map isn't about insurgents/separatists (or at least not just that), it's about how much of the country the government meaningfully controls. That can include areas controlled by insurgents but also criminals or areas where government authority just don't reach for whatever reason. I'm not sure why Ireland was assessed so low, but having a large criminal gang ecosystem relative to its size (eg Italy) could be one of the reasons.

Oman, India and Nepal make me curious too

Huge parts of India are under the control of various insurgents. The "Red Corridor" where Naxalites operate, parts of Kashmir, multiple areas in the Northeast. No to mention rural villages and so on where government authority isn't felt.

Nepal and Oman I'm not sure about, it could just be due to places where government authority don't reach due to difficult geography or local tribal authority being more powerful.

Only Belgium has the very lowest value? Am I seeing that right?

So it's something based on the inverse of chocolate.

Is it political? Wild punt, time taken to form new government.
 
Mmm, I was thinking of that, but clearly I didn't take my advice from the last map.
