It is not drought.
The bands running west to east are what are unusual. They do not conform to any thing I am familiar with in geography, weather, climate, or culture.

The dark blue in AZ is at or near the Grand Canyon.
The dark red in Michigan is not near anything I can identify.

Climate, yes.
Yellow is neutral. On a number line, red is positive and blue is negative. It'd be a mistake to use more/less language, however.
It is change over time of something, yes.
Can people see that change easily or is the rate of change such that it usually escapes our notice until lots of time has passed?
The map is change over a 25 year period.
