You found the pic so I guess you also read the notice at the bottom. Yes, its "Nations which have had citizens to travel into space (based on decade of first flight)."

There's an error in this map. Portugal should be green.

Black > Dark Grey > Maroon > Red > Orange > Yellow > Green > Blue > Indigo > Purple > Light Grey

Each colour represents an absolute value.
 
Number of Americans?
 
You've missed Croatia from those lists. Portugal also, but that's an error on my part. Portugal should be green.
 
Can we please use nuances of one colour rather than different colours when we make maps showing scaling values?

Nothing to do with media. Vaguely related to natural resources. I agree that the map is ugly.
 
Probably a dumb guess considering most of the Mideast is gray, but... number of oil refineries?
 
No the scale isn't even. The US has 15. Canada has 12. Ukraine has 9. Russia has 7, and then it goes 6, 5, 4, 3, 2, 1, 0.
 
Something to do with energy generation?
