That doesn't help the overseas voters. Most people won't know what a proxy is, where to find a public one, how to set their browser to use it, and nor will they have checked the BBC for clues that they need one.
Honestly doesn't strike me as very likely. The cost of a half-decent dedicated server is negligeable. There are sites that handle far more traffic with fewer resources.
This is very odd. To cut costs, as proposed by the BBC, is a ridiculous explanation I think. The costs associated with running even a massive website as this one isnt much compared to the total funds the Bush campaign possess. And to block hundreds of thousands maybe even millions of US citizens abroad from viewing it, thats really odd. For US citizens abroad the only access to US media could very well the Internet. If they need to cut traffic they could reduce the amount of videos or put them on external sites.
I have no clue whats behind this. But Im sure its highly motivated and with a solid reason.
By the way, can US citizens abroad still vote or are they past their last vote date?

One likely explanation could be that they have underestimated the number of visitors and that the webpage started to suffer with slow speed and less accessibility due to high traffic. So they decided to cut traffic from abroad to avoid the site going down completely or improve performance.
However, thats bad planning and I wonder if its really likely that this happened to such an important site.
I found it interesting that they are using Akamai to run the site. This company is responsible for the worst 'spyware' and pop-up launchers in the industry.
Of what I've read, http://www.megaproxy.com/freesurf/ can be used to get to the website from outside the U.S., but I can't verify this, since I'm in the U.S...
