That doesn't help the overseas voters. Most people won't know what a proxy is, where to find a public one, how to set their browser to use it, and nor will they have checked the BBC for clues that they need one.
 
Well it is my view that site of this magnitude and importance should be accessable 24 hrs a day.

The BBC made similar suggesions. I think it more likely that the Bush Camp don't know what they are doing. At least they are consistent ;)
 
This is very odd. To cut costs, as proposed by the BBC, is a ridiculous explanation I think. The costs associated with running even a massive website as this one isn’t much compared to the total funds the Bush campaign possess. And to block hundreds of thousands maybe even millions of US citizens abroad from viewing it, that’s really odd. For US citizens abroad the only access to US media could very well the Internet. If they need to cut traffic they could reduce the amount of videos or put them on external sites.

I have no clue what’s behind this. But I’m sure it’s highly motivated and with a solid reason.

By the way, can US citizens abroad still vote or are they past their last vote date?

It is (to US internet users), and my presumption is that restricting it to US users is a step taken to reach that goal.
 
Can you explain what you mean more clearly?
 
One likely explanation could be that they have underestimated the number of visitors and that the webpage started to suffer with slow speed and less accessibility due to high traffic. So they decided to cut traffic from abroad to avoid the site going down completely or improve performance.

However, that’s bad planning and I wonder if it’s really likely that this happened to such an important site.
 
I found it interesting that they are using Akamai to run the site. This company is responsible for the worst 'spyware' and pop-up launchers in the industry.

I disagree. Non-Bush supporters are not allowed at Bush rallies. If that trend continues, who knows what could happen.

It's not available in any country but the US, and possibly parts of Canada. Unless you use a US proxy.
