In my Burgundy game, I had one ruler serve a 58-year reign, not including 12 years of regency preceding that! I even had a hereditary king with a 9 in one of his stats!
My ruler was on the throne for 70 years. That is an amazing achievement, even today!

It's because the decision gives back the province to the latest TAG that controlled it before current owner
you should remove it from HRE and then sell it to somenoe, it would work.
in the HRE NO ONE accepts provinces. I learnt during my Utrecht - NL game where I tried to sell Belgian Brabant to Flanders (only to conquer ghent from them)
Why sell provinces in belgium as Netherlands? hello? Greater Netherlands anyone?
