How to Expect War Declarations

I do have Buffy.
I don't know where you have gotten the impression that it's a minimum of 10 turns after a red fist goes up, I have seen evidence contrarian to this on a myriad occasions.

You play alot of maraton right? Perhaps it's some speed specific thing?
 
Do you use the BUG Mod or BUFFY Mod? If not, you have to check the diplomacy tab every turn to notice T0 when AI starts plotting. BUG/BUFFY does that work and I' m still sure about a minimum of 10T peace and 20T when being a skillful diplomat.

There is a urban legend that begging, thus 10 turns of forced peace increases the chance the AI revokes its war planning. Totally false. When an AI returns to its choice and revokes plotting, it's independent of you. Remember the "fixed" war preparation duration and the number of units with such and such scripts thingies. Well, there is a relationship between those two factors and the empire growth (mainly population IIRC). If the the number of units with pertinent scripts is insufficient versus the empire growth, then the AI may revoke the war. Why is it like this? I suspect this has to do if you can grow like a madman and insufficiently build units, the devs concluded the AI is under a phase of expansion and there is no place for a useless war. Just like we teach to noble players, don't war too much if you got plenty of good lands already. It's useless or overkill.
The only factor that "may" help you is to help them in their growth, by raising their happy and health caps.

If I have a nasty neighbour who have just started plotting against me, I can thus increase the chance of that AI to drop it's plotting by gifting the AI cities and/or gifting resources so that they can grow.

Also,
AI pathfinding will hugely delay attacks while they wait for oooone unit to join.

Wonder if it's possible to game this somehow? Gift a stream of warriors at the opposite end of the AIs empire?
 
Just remember that by doing so you are making their inevitable attack later that much more deadly. If you have a nasty neighbor who has just started plotting against you I say try and prepare or better yet beat him to it.

A couple days ago I was playing a game on Immortal. I settled maybe 4 or 5 cities and got boxed in by HC. I was industrious and had stone so I built the pyramids, and was going to hope to tech to construction and break out, since I had ivory.

Around T-100, he DOW'ed me, without my ever seeing the red fist. I think my power ratio was really bad (.3 / .4), and I was definitely a land-target, with a huge shared border.
 
If you can't see the "We have enough on our hands right now" text in the trade window BUG will not show a red fist icon even when the AI is plotting. The most likely reason for being unable to see that text is that either the AI doesn't have any valid war targets that you can ask them to be bribed on, or you can't open the trade window because they refuse to talk to you. This is why an AI you're semi-iso with can often "start" plotting the moment they meet someone else - they were plotting already, but only now that they know another AI can you actually check for WHEOOHRN, so the red fist appears.

Beyond that AIs can DoW without plotting at all if something forces them to DoW, thought this is rarely something you can't see coming - Defensive Pacts you should be able to easily tell by the time that tech is in play, AP crusades requires an AP member to be at war with you already, insta-DoWs over refused demands are obvious, AI bribes require you to be in a war already, etc.
