...and this has nothing to do with what you were asking.

If you hate the climate, hate the people you meet every day, hate the landscape and/or cities in it, then you'd better leave, even when it has top notch government.

What if you don't know anywhere else that would make you feel much better? I'm sure if you've lived somewhere all your life, you get very used to your surroundings, even if you hate them. I know some people who hate where they live but don't think they'd be able to adapt anywhere else at a reasonable price (not just in financial terms).

Alright, I'll add "if you have the opportunity to do so" oh yee of picking nits. :) It would be a sorry state of affairs indeed when someone lives in a place he/she hates, but it's the best place for them to live.

And when I said: "You'd better leave" I mean this for their own good, not because I couldn't stand anyone living in my country who doesn't like it.
 
If I don't like the music in a bar/club, I'm going to leave to somewhere I do like it.
If I don't enjoy a particular job, I'm going to leave it when I can.

Why is it then, that if I dislike the country I live in, I shouldn't work towards moving to another country?

If you don't like the music playing in your own home, do you leave your home, or do you change the music?
