The Senate is now composed of 96 Senators, 3 from the full 32 states. 64 of the 500 tribunes are held in reserve for certain states. States are now allowed to choose how they select their Tribunes and how to elect their legislators/governors, but it must be done in a democratic or indirectly-democratic manner. Senators are still selected according to the model prescribed, but the provinces may choose how to control the processes that select each Senator.

The Marian Federation expresses neutrality, but would like to assure the nations of the world that the Brazilian state seems to be getting increasingly unstable. With time, like the USSR, the inherently-unstable Brazilian regime will implode upon itself.
