Do define "outsider." While our political roots are in Europe and our cultural in South America, we simply cannot be expected to not expand in Africa, where our most productive provinces and indeed, our capital of Kinshasa, are located.

Furthermore, the Sombrist Administration has made sure to clarify that Macedonia is still considered an ally of the Federation. A traditional ally, it would be foolish to cast them off. While their Kaetif policy is unknown (Double A has not made an official bio to my knowledge :p) their strategic position makes them of key interest to the Federation's future.

Outsiders are those who wouldn't give a @*#$ for our sake except for the fact we are sitting on some of the still reasonably safe land on the world. Then they will make false promises as they settle here, and make all the wars of the world on africa. NO! I and my brothers won't allow this.

Our alliance is to defend against purely imperialistic intent of those who have brought doom upon themselves, and wish to take OUR land to rebuild THEIR army, OUR people for THEIR wars. If you want resources, you have to buy instead of take, suckers.

It had been twenty years since the war had ended. Even though the NCSA tried its hardest not to get into the World War and decommisioned it's nuclear weapons as quickly as possible, it still became a contaminated wasteland. Most of its border regions were unihabitable because of fallout from its belligerent northern neighbor. The heartland of the Confederacy was only partially habitable and was not good for farming and was barely fit to live in. Still, Southerners managed to make an existance. Kansas, Belize, and East Cuba were the only safe regions in the whole Confederacy. These regions quickly became overpopulated, and some people called for expansion into bordering nations. Diplomatic relations quickly formed.

The belligerent Patagonia has also tried to bully me into giving up my rightful lands, so I think we have something in common. Scotland burned.



The war that had brought down the Commonwealth was a generation past, but the consequences still haunted Scotland. That was if anyone could even call it Scotland anymore - even the government had come to use the popular phrase for themselves: the Scottish Remnant.

Representatives from Iceland, Norway, Canada and the Lost Provinces convened in Reykjavik - the scattered representatives of a homeland that didn’t exist. The tensions of the rest of the world almost didn’t matter. They could almost ignore the hush that befell a room when it contained foreign dignitaries or, worse, at the UN when a Scottish ambassador walked by - a man without a home. Indeed, the nation was entering an age when some of its citizens had never set foot in Scotland.



There were some who had, in the intervening years. Small expeditions had been sent on brief excursions to assess the damage to the homeland. Some reports were encouraging - Edinburgh castle, miraculously, still stood. The same report would conclude, inevitably, that no-one could safely stand among its stone walls for longer than a few hours. Even to do that would require a heavily armed force - the ‘abhorrents’ as they had come to be known, thrived in the former capital.

There were still legitimate targets to fight - the borders of Scottish Canada was a wasteland , a continuous war zone against the irradiated creatures. If only it were only the abhorrents - border skirmishes and rebellions from the former Canadian military was not uncommon.

Not all was lost, however. Twenty years of horror can make a nation introspective, and so the Scottish Remnant withdrew from an active role in international politics. Funding went towards revitalising the lands lost, strengthening the territories still intact and research into the terrible results of the nuclear war.

Above all else, there was one mandate above all others, a policy all political parties could agree to - all efforts should go towards granting every Scottish citizen their one dream: to go home.



An announcement before the UN Council and to the International Community

Scotland hereby declares full neutrality. It shall not attempt to claim lands beyond what it currently has. This includes the territories of Scottish Canada, Iceland, Norway and the Lost Provinces.

The Lost Provinces include Scotland proper, and the entirety of Ireland.

Scotland is dedicated to the research and analysis of the irradiated territories, and ultimately seeks to reverse the terrible calamities that has befallen these provinces.

Scotland is, after witnessing first-hand the consequences of a nuclear war, abandoning its nuclear weapon program. Over the course of the coming years its remaining nuclear weapons will be deactivated.

We hope the above message is understood as the request for peace it is meant to be, and the claims accepted.

We all know that other nations are lusting over our relatively unscathed lands. We should band together, secure our coasts and Keep Africa African. It can be a defense alliance against outsiders, or more if wished. What do you guys think?

Alliance of North African Independents: We are confident in NATAR's ability to mediate any conflicts that may arise, and therefore, politely decline.

In response to the Federation of the Savanna's request, the President himself has journeyed to the country after a brief stall in talks. It is hoped that through trade, both nations can be enriched.

Caribbean Commonwealth: We understand your position, but we are not equipped to handle the displacement of citizens that would result from a desettlement. Perhaps the NCSA has a workable strategy for such a move?

Central South America: The feeling is mutual. There is little we can offer you that you would be interested in, so for now, live and let live.

República de Punta Arenas: Might we assume, therein, that the NCSA would support an overt claim to self-determination? We do not have much to offer, but perhaps you would consent to adopt our humble republic as a protectorate state?

Cantabria Libre: Long have we suspected the NCSA were sympathetic to our national interests. We gratefully accept your offer of improved relations, and are confident the NCSA will support us against any ill activity by the presumptuous Marians.

Islamabad was built in 1960s as the planned capital city of Pakistan. It remained the capital through the turbulent decades leading up to the First Cataclysm. To this day, the former Pakistani flag is still in use as the provincial flag of Islamabad.

It was selected as the capital of the United States of India and remained the capital after the Communist Revolution. The last days of Soviet rule saw the city becoming a battleground. One fateful night, half the city burned down as fire spread from government buildings torched by enraged mobs. The street battles continued until soldiers of the Army of the Republic of Kashmir (ARK) seized the city and restored order. Islamabad was annexed into the Republic of Kashmir, the only part of the country (not counting the disputed Himachal Pradesh) not part of historical Kashmir.

In the years following the war millions of refugees swelled the city's populations. Much of Islamabad is now a slum, with some of the worst living conditions anywhere in Kashmir. Squatters dwelled in the ruins of burned buildings and in abandoned apartments, office blocks, skyscrapers, monuments, government buildings, and university campuses. Once in a while armed skirmishes occur against the Punjabi Taliban across the border.

The late Iskander Mirza toyed with restoring Islamabad as a capital of a "Greater Kashmir", but decided to build a new capital outside Srinagar which today bears his name. There are plans to rebuild the city, however. The charismatic new Governor of Islamabad Province, Syed Tarbela, is an ally of President Nadim and has secured funding for community-based redevelopment project in the city center starting this year. The success or failure of which will influence whether further projects will be given the green light, and what Islamabad will look like a few years from now.

Strength, Unity, Fatherland

Government: Authoritarian Democratic Republic
Economy: Mixed socialism/capitalism. Government has some limited control over the direction of the economy.
Social Policy: Conservative; somewhat repressive due to cultural traditions. Strong nationalist sentiment.

Foreign Policy: (See Below)
Military: Large. The military-industrial complex holds the most weight in the economy. However, military technology has outdated, and thus equipment can be obsolete.

Demographics:
Language: Mostly Russian (the official state language), some Oblasts have their own state language as well.
Corruption: Exceptionally high, although the government has began to crack down.
Religion: The Orthodox Church is the largest religion, and although membership is increasing, membership is still a shadow of its former self. Islam, Judaism and Buddhism are also widely practiced in some regions. Freedom of religion exists, although in recent years the government has attempted to support the Orthodox faith due to historic social connections.

Spoiler History since Cataclysm :

Petrograd narrowly avoided civil war and for a few years was a hotbed for political discontent. The economy was all but shattered during the Cataclysm, and large swathes of territory became highly toxic - including the industrial heartland of Moscovy.

The previous incumbent government was deposed in a coup, and Dmitri Consov took the helm of leader of the Unity and Reconciliation for the Fatherland Party (URFP). Once the economy was stabilized and growing, elections were held, and the URFP won in a landslide. Although there were many allegations of corruption and rigging on all sides, independent observers concluded that such elections were free and fair.

The government policy is focusing on x key areas:
Further Improving the Economy
This includes attempting to allow the regional "bloc" Petrograd considers itself a part of (alongside such nations as the New Hetmanate) to become more economically self-sufficient from the increasingly volatile and unpredictable outside world. It also includes the improvement of ailing social welfare schemes.
Increasing International Presence
Following the disasters of the Cataclysm (which Petrograd was indeed a party to), Consov's government wishes to take a proactive role in world affairs, especially with regards to the prevention of nuclear hostilities, to which it had suffered the consequences. The URFP is a strong supporter of upholding national sovereignty.
Kaetif Policy
This can probably be best explained below in its own section.
Patriotism
Consov's government regards patriotism as paramount due to its place in keeping Petrograd united. Grass-root initiatives have been set up across the country in order to foster national sentiment


Spoiler Kaetif :

The Petrograd government was quick to enact legislation to recognize the Kaetifs as being integral citizens in the Federation. As such, they gain full rights. However, Petrograd society itself it highly distrustful of the Kaetif - compounded by a large presence of Abhorrents in and around the state. As such, an informal "apartheid" has emerged between the Kaetif and the humans; essentially they operate in two separate worlds, even within the confines of the same town or city. Violence between the Kaetif and humans is common, particularly in the regions closest to the Abhorrent-infected "red zones".

To this end, the Petrograd government has tasked itself with finding a peaceful solution to the problem which is mutually beneficial to both parties.

The Kaetif make up a disproportionate amount of the armed forces compared to their percentage of the population. Reasons cited for this have been better pay and living conditions, less day-to-day discrimination (due to Kaetifs having their own divisions separate from humans) and patriotism fostered especially by the hasty recognition from the Petrograd legislature.


As for foreign policy, Petrograd considers the New Hetmanate to be its spiritual and cultural brother. Petrograd envisions itself to be part of a "bloc" involving the New Hetmanate, Azerbaijan and the Don Intependents, the latter of the two it de jure believes as being part of Petrograd itself which are engaging in what it refers to as "Sanctified Social Experiments". As such relationships are often cordial, as Petrograd retains a proactive interest in helping these experiments reach their potential, and respects their de facto independence as being paramount.

TO the New Hetmanate, and Petrograd government, we would also like to open the doors of negotiations with you. Perhaps something akin to more imports/exports among us?
Although Petrograd wishes for cordial relations among all states, the volatility of the East Asian region prevents us from believing that the safety of trade in such region would be assured. Petrograd thanks the East Asian Federation for the overture nonetheless.

Would any other state care to make a loan to the West African Commonwealth? Namely, we're using the money to build fish processing and canning factories, job training, and other industry-related initiatives.
Petrograd is also interested in your predicament. Petrograd proposes the following: The West Africa Commonwealth leases some coastal land to Petrograd to use as a naval military base. The base will provide additional vibrancy to the local economy, on top of the initial economic stimulus you desire. Petrograd would find such an arrangement beneficial because it would allow us to project our forces into further regions which may be attempting to proliferate nuclear weapons, as well as providing us with an all-year-round ice-free port for our navy.
Would such an offer be of interest to the West African Commonwealth?

To Germany: Although Petrograd does not see Germany as part of its bloc it is nonetheless willing to engage in diplomatic initiatives with its Western neighbour. As such, Petrograd would like to open some cities to German investment to foster cordial relations. Would this be acceptable?

To China: Petrograd would wish to resolve the conflict between our two peoples by forming a recognized border between our two populations. The region of Siberia which has been destroyed is still considered a vital part of the Petrogradi spiritual homeland, even if its assets are worthless, and thus We would appretiate the removal of Chinese claims to the region. Furthermore, allowing Petrograd authority over the adjacent unclaimed territory to said region would provide a natural border at Lake Bikal to which we would be glad to recognize. Petrograd is aware that tensions are high between our two states, and would thus propose a mutual nuclear disarmament programme for both our nations as a sign of goodwill, and a further sign of goodwill by launching a joint military cooperation to subdue the Abhorrents in our border regions.
Would China be a party to such proposals?

To Baltic Republic: Since correspondance seems to be difficult at this time being, Petrograd would like to leave an open offer for the conduct of closer diplomatic ties between our two nations.

To Kurdistan: As ally to the peoples of Azerbaijan, Petrograd would be interested in formal diplomatic relations between our states. In a similar offer to which we gave to the WAC, Petrograd would request the leasing of land in the South of your country for a military base, preferably close to the borders with Mada and Fars. Such a region has been chosen because it is an instable region, and being close to the border Petrograd can avert potential military belligerancy on Azerbaijan and Kurdistan from Mada and, especially, Fars.
 
To Petrograd
We will turn over any of our territory. We have inhabited these areas for decades now. We have no desire to repeat past mistakes. Nuclear Disarmament is crucial, and we invite all nations to join us in it. And of course, we will take whatever steps are necessary to remove the abhorrents from the region.
