As for the "First come first serve" debate, I find it necessary to be that way for the first round (As that's like your "Core" territories.

But other than that, I don't agree with it.
 
You know what, screw Portugal! I'm going to Asia and disbanding my Portugese nation, due to there being way too many people in Europe.

Portugal no longer exists: I am leaving the game and going to re-sign up. My reasoning are way too many people claiming in the same place, and I'm already being a colonizing nation in another game.

The Nomadic Kingdom of Mongolia

Claims: 10 territories in Mongolia, particularly in the central left section of that country.

Color: Brown

Government System: The Khan rules all. Each state elects one tribe, who elects the Khan, but its basically a show, and the guy who the government wants to win is going to win.

Penal system: Treason, Murder, Rape (Well, except for against the enemy;)), espionage, or pretty much any felony gets the death penalty.

Fiscal Policy: Flat tax of 20% on everyone, even the poor. Only the elite are exempt. Most of this goes towards the Khan and government leaders. No welfare. Work your way or starve to death.

Foreign Policy: Aggressive but not stupid. We fight if we have good reason.

Social Policy: Varied. We allow abortions and homosexuality, but we do not formally recognize any gay partnerships. Drug use is a capital crime since it interferes with sensibility. Alcohol, nicotine, and caffeine are legal however getting drunk is also a capital offense.

Army Size: We keep an army of 500,000 men active and 500,000 in reserves, due to our strong military focus.

Navy: None yet as we are landlocked.

Air Force: Moderate to small.

Religion: Freedom of religion is respected provided it is registered, non-cultic, and does not interfere with the state. The following religions are registered and therefore legal, the Russian Orthodox Church, the Roman Catholic Church, the Three-Self Patriotic Church (From China), Sunni Islam, Sh'ia Islam, Orthodox Judaism, Taoism, Confucianism, Buddhism, Shintoism, and Hinduism. Other religions are not allowed until they register, and cultic activities are banned. Meetings must occur in government approved buildings, unless in the home with fewer than 20 members.

well the thing is, currently the best tactic is wait for everyone else to claim then claim based on what they are claiming. Its a strategic advantage. This takes away that said strategic advantage.

For what it's worth, I'll give you my reasons.

Firstly, I feel anyone who posts in the same turn should get the same treatment when it comes to territorial claims. It's unfair if one person gets a territory just because he's in a particular time zone and posts first (yes, I know this is not the system I'm using for sign-up, but the world is big enough at the start that some other part of the world would be able to satisfy someone who had wanted land in another part, whereas in game land is more limited and then of course you also have the role you've given yourself to act out).

Also, I think you're making too big a deal of this. What I usually see in IOTs is that deals are usually already made between countries to split a certain region between them before they actually claim them, like when people post their the SoIs and so on.
When double claims do occur, the conflicting parties usually settle it peacefully unless they really want to provoke a conflict.

Ultimately, this game is about roleplaying and diplomacy. When there are territorial conflicts, the game, I feel, should not be about "who gets there first", but rather how the conflict is resolved, diplomatically or otherwise.

On the signup turn, there's so much world left it usually doesn't matter, not so later on.
