The Empire of Central America

The humble beginnings of the Empire of Central America come from the Union of the Kingdom of Nicaragua and Honduras into a single state through the marriage of the princess Isabella Martinez and Prince Felipe Gonzalez in 1830. The resulting kingdom soon assumed a dominant position among the Central American states economically, politically and militarily. However, it would not be until the Mexican Guatemalan war that a shared central American consciousness would form, and the idea of a single nation state featuring the central American countries would come into play.
This war occurred in 1832, when the Empire of Mexico, seeking to annex Guatemala, which had broken off from the Mexico. The Guatemalans, decisively defeated on the banks of the San Pedro river, petitioned the Kingdom of Honduras - Nicaragua for support. The King and his ministers, initially unwilling to provide support, changed their tune when the Lopez telegram came out in which the Mexican president asked France to recognize Mexico as the guaranteer of Central American debt, "For they are an integral part of the Empire of Mexico". Facing the threat of annexation by Mexico, the Central Americans joined Guatamela in defending its right to independence. Initially unorganized and unable to work together, the central Americans lost the initial battles of the war, but under closer cooperation between governments, and the unparalleled leadership of San Jose, who drove the Mexicans back to the Yutacan in a series of battles and ambushes. Unfortunately, even San Jose could not change the advantage the Mexicans had in battle experience, numbers and supplies. The war ended with an armistice in which both sides agreed to lick their wounds, and the fundamental question of independence unsolved. The next thirty years would begin the formation of a Central American identity. The nations that had declared war for Guatamelan independence held training exercises together, decreased the amounts of identification needed to pass the border, there was numerous examples of investments between nations. This was not say things were perfect though - the kingdom of Honduras Nicaragua was a conservative bastion while its neighbors were slowly becoming liberal republics. Censorship of liberal writers, as well as financial support for conservative parties soured the relationship between nations, and took much effort to smooth over. However, the chaos of 1862 would rock the Latin American world and prove fertile grounds for the establishment of a closer Union among Central America. The two most pertinent developments for this formation would be the Second Invasion of Guatemala, this time by the French puppet Emperor Maximilian in an attempt to establish some credibility at home by removing the stain upon Mexico's honor that was the continued existence of Central America, and the break away of Panama from the centralizing and dictatorial tendencies of Columbia by Andres Gomez, and its petition to join Costa Rica which Columbia responded to with an invasion of Costa Rica "For aiding and abetting treasonous action". The resulting war exhausted Central America, and in its aftermath, a Congress made up of representatives from each nation came to offer the King of Honduras Nicaragua emperorship of Central America if he would accept some liberal concessions. While inclined to sneer at this "crown from the gutter" the king was also pragmatic to realize that central America needed to be united to have a meaningful say on a regional stage, and so accepted the crown. On March 11, 1864, he was crowned Emperor of Central America. The following history of Central America is neither great nor glorious, it is simply the bitter squabbling about the extent of the emperor's authority and where it lies, and how parliament is to be set up. Still, it is Central America that has survived in this brave new world, and it is Central America that shall prosper here.
Government: After much bickering, this is the current government structure -
There is the National Legislature, from which the Emperor derives authority. While they have the authority to ultimately dethrone the Emperor, by beginning the proceedings and holding a vote though the Supreme Court will have to conduct a hearing and rule whether the Emperor has actually gone against the constitution or any of its amendments, they cannot overturn his decisions. In fact the Emperor can overturn theirs. There is another Parliament however, the Regional Legislature which can overturn the Emperor's decisions. From among them, they choose a Prime Minister who must be approved by the Emperor, who can overturn their decisions, and whose decisions can be overturned by the National Legislature. So what decisions can they make? The emperor's power rests on his ability to issue imperial decrees, while the prime minister's rests on his ability to enforce them. The National Legislature can make laws affecting the whole nation, while the Regional Legislature can overturn laws made by a region or through a vote adopt them for a nation, which carries the force of an imperial decree unless the PM says otherwise. The federal system of the nation has been called mind bendingly complex, but it has weathered its fair share of storms and crises.
