You tell me, because that is what Catalan nationalism is all about. The only true borders we need are the borders of the European state itself, not borders within it.

I'm not too concerned with where the capital is so long as there is sufficient infrastructure there to be able to run Europe.

It would be organized along regions as most countries are today, but these regions wouldn't necessarily fit along current national divides; that would leave some regions with bigger populations than others.

At the top of government would be three leaders. Each of them would be elected every 6 years, with a 2 year interval between each leader. They would make all the important decisions in the country.

Below them would be seven what I'd call "Ministers of the Land". Each of these would be in charge of introducing new legislation into a specific area of society, such as technology, industry, etc. (the exact sectors are to be decided after more formal review). Each of the Ministers is elected once every 4 years, at a general election. They are put forward by their party, but the electorate gets to vote on each Ministerial position separately; thus weakening party politics in favour of a more merit-based approach.

Below that would be the European Parliament, which would serve the kind of role you'd expect it to serve under such circumstance.

First, it's Catalan independentism, not nationalism, you better see the distinction. And second, do you really think that a united EU would be a federation like the US? The EU, even if united, will remain a "loose" confederation for a long time. So no, creating new borders is not the problem, specially when the current ones don't reflect national realities. You tell me what would you like most, all decisions being taken this way?

Indeed I do - independentism is more harmful to the European dream than mere nationalism. It actively seeks to create the divides, not just promote them.

And second, do you really think that a united EU would be a federation like the US?
No. I'm arguing more along the lines that I'd like to see a unitary state, or at least a united state, rather than a federal state. A federal state would keep the borders on existing lines (i.e. Germany, Spain, even Catalonia could all be "states"). But such divides along secondary*-cultural lines are not preferable - these cultures don't tend to form rigid borders, and thus dividing them into such artificial entities is only a recipe for Balkans-like enmity between groups who belong to one group who would otherwise be in the other.

As I said above, because such "national realities" don't much create rigid borders, creating new borders along their lines is entirely detrimental.

Seems good to me. Such divides do not need to be prized out of existing nation-states, they should primarily be based around the sizes of other regions, so that the population of one region and another are roughly the same.
