However, I've read that what may lead to the resurrection of airships is their considerable fuel efficiency when compared to fixed-wing aircraft in moving freight. So role-play, damn it!

This is such a good idea I'm stealing it right now.
 
could some one give me a hint as to how one could go about creating a good map.

I'm just an amateur, but here's what I think.

1. Reduce arbitrary straight lines or, if you have them, make sure they either a) look nice or b) corresponds to real world boundaries or geographical features, or c) both.
2. What are the reasons for splitting up some countries and not others?
3. Ask yourself: how big do you want the provinces to be? Do you really need to keep some small territories, or can you merge them into larger territories? If you keep them, you may want to split larger countries into even smaller pieces.
4. Ask yourself: how realistic do you want it to be. Should you follow actual historical or real life borders? If not, should you follow geographical features? Should mostly-empty territories in Saudi Arabia be "worth" as much as the Netherlands?
5. Make the borders look nice and try to be consistent if possible (eg avoid having straight lines in one part of the map and really curly lines in other), unless you are following real world borders.
 
Scrapping my first Project, I'm about to start a new project. This time, I'll call it EuropatrIOT (only a working name).
I almost finished the map; there are two provinces in Poland, one in France and one in England that need to be assigned. I took the EUIII: HTTT map as a basis, the link is this one.

As you may have derived from the working title, the IOT will take place in the rise of Nationalism: It will start in 1799. If it survives for long enough, it will stop at 1871.

Government types:
The government type you have determines your starting bonus. It has a name, depending on your state religion (changeable at any time). Your government, too, can be changed.
The governments are divided into these categories (some are taken from Vicky II):
Monarchies:
  • Absolute Monarchy: One ruler is so much easier. You will receive an extra troop and the "centralized" modifier, which allows you more tax income at the cost of higher stability drop when changing governments. This represents Sultanates and Emirates in Particular.
  • Prussian Constitution: Halfway between fair and absolute. You will recieve the modifier "Prussian constitution" which allows you to hold elections without negative outcomes, but with a divided house. You also gain an extra troop. This represents the Prussian constitution, most notably the Landtag and Herrenhaus.
  • Parlimentary Monarchy: Monarchs are referred to as "people who open stuff". You get elections every so often and after the election you get the modifier "favorable winner" or "unfavorable winner", in which the first means you have some say and the latter means you are in trouble. You also get a Casus Belli on a chosen Nationalist Dictatorship. This represents the Monarchies that were against Germany in WWII.
Monarchy names are:
  • Jewish: King (Kingdom of ...)
  • Catholic: Holy Emperor (Holy ... Empire)
  • Protestant: Archduke (Archduchy of ...)
  • Calvinist: States General leader (Administrative Kingdom of ...)
  • Anglican: King (United Kingdom of ...)
  • Shia: Emir (Shia Emir of ...)
  • Sunnah: Sultan (Sunnah Sultanate of ...)
  • Orthodox: Czar (Czardom of...)
Democracies:
There is only one kind: the Democracy. You get the "will of the people" modifier which can affect your country some way. You start with less Rebellion Chance. This represents the USA.
Democracy names are:
  • Jewish: President (US(first letters of Country))
  • Catholic: Prime Minister (Republic of ...)
  • Prostestant: Chancellor (Provincial Chancellory of ...)
  • Calvinist: Prime Minister (Republic of ...)
  • Anglican: President (US(first letters of Country))
  • Shia: President (United Shia States of ...)
  • Sunnah: President (Sunnah Republic of ...)
  • Orthodox: Prime Minister ((Country's adjective) Republic)
Dictatorships:
  • Nationalist Dictatorship: You are Ruler. Everyone believes in you. You get the centralized modifier and an automatic Casus Belli on two chosen Provinces at start. This represents the Third Reich and the Second World War start.
  • Communist Dictatorship: You are the people, everyone is equal but you and your comrades in government are more equal. You get the Will of the People, with the exception that it will change through new acquisitions, and an extra province claim at start. This represents the immense size of countries like the USSR and China.
  • Republican Dictatorship: You have been elected, but who needs democracy? Just call yourself president and rule with an Iron fist! You start with two extra troops, but recieve the "Spring Uprising" modifier every so often, which spawns rebels. This represents things like the Arab world.
Dictatorships naming:
This is slightly harder, as the KIND of dictatorship determines your title as well.
  1. Nationalist
    • Jewish: Messiah (Messiahdom of ...)*
    • Catholic: Leader (Grand Nation of ...)
    • Protestant: Leader (The Reich of ...)**
    • Calvinist: General (The Nation of ...)
    • Anglican: First Citizen (The US(country initials))
    • Shia: Ayatollah (The Shia Ayatollahan State of ...)***
    • Sunnah: Mullah (The Sunnah Mullahdom of ...)***
    • Orthodox: General (The Nation of ...)
* this is referring to the fact that leaders of this sort are admired like a savior, which the Jewish are, according to the Torah, still waiting for.
** the term Reich is German for Empire. The HRE is accounted as the First Reich, for example.
*** In this case, Nationalist Dictatorships are considered theocracies.

(I will add the names of the other dictatorships later.)

I haven't put every thing together yet but that's what the development thread is for right? Anyways lets start with the concepts

Traditional Homeland: at the start of the game in addition to picking an Empire (assuming your playing as a premade empire) you'll pick any five contingent territories on the same continent, make sure that when you pick your five territories for your homeland that you put some real thought into it as your homeland is permanent and can't be changed even if conquered. Any province not chosen out of the five will be fare game for new players to claim as a separatist state.

Separatist States: Another new feature in this game is the ability for new players to secede from larger empires to form new states, just like with the traditional homeland you get to pick any five contingent territories not part of a homeland, the empire or empires assuming your aspiring nation crosses somebody else's borders will then decide to recognise your upstart nation or crush it militarily.

National Powers: Just like in CIV V, I'm considering adding national powers to the Empires and a generic one for separatist states, for example Britain's can be Gem of the Empire which would allow them to get an extra five homeland spaces to stick on another content, or Germany's could be Iron Reich which will give them an attack bonus, any thought one way or another?

Combat: I figure attacking and army building should copy the IOTR example because it worked so well, or we could just go back to dance offs

This is all I can come up with for right now, I'm looking for input as to what I should add or take away, also do you think the map looks OK or should I add or remove provinces? Also the working title so far is Empires and Separatists or E&S for short until a better name comes up.

Your idea is execelent. I, however, do not like the titles being based off of religion. Doesn't seem right.

Omega, it will merely be the way Non-Players and Rebels define you. You can have any title you give yourself, but that will be your "CPU" title (read: default title all NPCs see you as)

I don't see the problem of just letting us choose our title instead of having those based off of religion. Especially if a nation doesn't have a state religion.

Also, I think the loose province in Britian should go to Northumberland. The one in France should go to the one on top of it. Don't see the ones in Poland.
 
Ok... The North english province goes to Northumberland, the French one to Ile-De-France and the two Polish ones are nestled between Pommerania-Mecklenburg, East Prussia, Brandenburg, Mazovia and Silesia.
