We extend to you an offer of normalization of trade ties. We also wish to discuss a joint anti-piracy measure in regards to the seas and islands to the east.
 
To South America: We offer an alliance.

To New Liberia: We offer an NAP and claim the following parts of North America: California, Mew Mexico, Oregon. Also, all of the Carribean. We hope you don't feel it necessary to debate these.
 
I changed my signup to 2 T2 land, 2 T1 land a few hours before you started the game (rather than 1 T1 sea and 1 T1 land). I forgot to post that I updated it, my apologies.
 
Why do I always see LH's IOTs the day after update zero?!?

History:
A former colony of Great Britain, the Cape colonies were on the receiving end of a movement of Boers trying to free themselves from British rule during the collapse. Luckily for the colonial government, a major republican faction had been defeated a year after the revolution started. This faction left to Cape to try to establish a nation in a place with less competition. At Cape they were allowed to rule under the condition that they would put down the Boer's revolt. The republicans accepted and gained control of all remaining loyal armies The new, seasoned military leaders and stores of supplies proved to be the turning point in the revolution, ending in a republican victory.
The republican government soon limited the right to vote to parent the remaining Boers from taking power. After a major scandal in the elections involving several Boers claiming that having a single British ancestor from before moving to a colony would be enough to have a voting right, election eligibility was extremely restricted, so that only people with pure British blood with absolutely no non-British relatives could vote. This lead to less than 20% of the population being able to vote, and effectively turning voting rights hereditary.

We would like to discuss the division of the Pacific. We would like the two Island Chains East of New Zealand (not the one in the seaprovince in Java). We would also like to buy Hawaii, but that can wait until next year as our leader is sick (OOC: I am going away for a bit). The rest of the Pacific is yours, we will back your claims in the Pacific if you back ours.

THat's an error. Will remove from stats.

EDIT: Sulawesi is the province Iron Indonesia should have. Stats and map corrected but will not be reuploaded until next update. This is why when you edit your signup post, you let the GM know instead of just hoping he catches it.

OOC: Let it be assumed I'm going to accept all these things anyway, and therefore everyone after this that wants to trade with me should just say, "Imma trade with I-I."
 
Slight rule change on Centers of Power.

Center of Power: When changing Governments, pick two penalties instead of three OR pick one bonus trait. Also functions as one of each College. Cost 13IP. Must be built in Homeland Province. Limit 1 per nation. Limit 1 per continent as defined in the stats. Cannot be rebuilt.

To further explain just a bit, this means that you can only ever build one CoP. Any you capture serve as Universities without the other bonus. If one is razed during a battle or destroyed to clear room for urban development or to remove the trait/other bonus from your enemy faction, it can NEVER be rebuilt - as in, that continent will never again have a CoP, and neither can the nation that lost it. These are essentially wonders of the world here, in Civ terms. Be careful if you build one.
