Naval Tier 4 will be Weather Control, while Air Tier 3 is Roma Mercenaries (a society of crack pilots so well versed in flying that they're said to have never touched the ground).
 
So, what, do they fly perpetual motion machines? Because that would be awesome.
 
Most likely they probably refuel in flight or something.
 
Going back to topic:

  • I've been contemplating using the Victoria II Game Map, although that would require restructuring a lot of the rules, live Hive Cities. Since I'm only really a novice, is this recommended?
  • I think I'll also be adding espionage.
  • Should I add something about Psykers, or would that make everything too complicated?
 
SonIOT II is dead (good reasons).

A simpler, return to RIOT, game might start next week. How simple? Back to basics simple. :)

Indeed. It sorta looks odd that there are small circle provinces within provinces.
 
Expansion was our real road-block in IBII development.

This is true, however, sometimes slightly smaller provinces are useful for certain types of IOTs.

Also, that IOT would be absolutely perfect for any game that might focus heavily on naval warfare because of the detailed (compared to current IOT maps), sort of a grand strategy of desron. Hmmm. That could be very interesting. An IOT based on naval warfare, perhaps allowing a limited land feature such as coasts and islands only. Or perhaps countries are NPC and not such a big part of the game, and instead the players control the navies of those countries, along with their naval budget to spend, what their ships do, start a war, etc. Different actions could cause different consequences for your navy, such as a lowered budget if you FUBAR diplomatic relations with another country, or increased budget if you go to war, whether you start the war, or it comes about as part of a random NPC country event. Should be tweaked, but it is a very interesting concept in my mind.
