-Can you have a Army/Navy/Air Base, an Intelligence Center and a bunch of factories in one province?
-If you are attacked when you are DEFCON 5, you only get the -10% penalty for the first turn as you can change to another DEFCON straight afterwards. Is that correct?
-Is there an upper limit to espionage success rates? Also can you use spies for counter-espionage/defence?

Factories are on a separate ticker from improvements. You can have unlimited factories plus whatever improvements you want.

If you're attacked at DEFCON 5, you fight with that penalty for the first turn, then are auto-dumped to DEFCON 2 the next turn. This is only for surprise attacks, though - if war is declared, you're automatically moved from 5 to 4, but if you're already at 4 or 3 no changes are made. If you're dragged into a conflict suddenly(like through an alliance or a sudden blockade that wasn't actually an attack on your soil) and were at peace, you can choose to be dropped to 3 instead of 4.

Upper limit is 90% - always a chance of failure. And yes, leaving spies without orders will automatically set them to do battle with enemy spies - at that point, it's handled like a battle between armies.

Economy: Free Market, but with heavy government influence

History: Australia was one of the few nations that didn't get ruined by Great Economic Collapse. It was able to ride China's coattails, but it didn't ride for too long so it was untouched by the fall, unlike so many East Asian nations. During the disintegration of Britain, many British companies moved their assets to Australia. As Harold Saxton realised that the wealth would be moved back to Britain after things became more stable, he nationalised the companies and declared Australia a republic. The amount of money this poured into Australia's coffers made him a national hero. Among the things that he seized were plans for Nuclear Weapons, ensuring Australia's place as a superpower.

New Zealand did not fare so well during the great economic collapse. Harold Saxton offered to help New Zealand if they agreed to greater political and economic ties, which they did.

Now the Commonwealth of Australia and New Zealand is ruled over by Harold Saxton. Although they are formally two independent countries, the EU-esque government truly controls everything, the New Zealand government will agree to anything that Harold Saxton says. Australia and New Zealand has become so intertwined that many people use the terms "United Commonwealth" and "Australia" interchangeably.

Although both countries adopted a system that is similar to the Australian system, Harold Saxton is so popular it is theorised that he will only leave office in a casket. And it's easy to see why, Harold Saxton has charisma, charm and the skill to make the United Commonwealth one of the greatest powers in the world...

Now, the first update will either be tonight or Thursday, entirely dependent on what comes up in my call to my GF tonight. If I'm free Thursday, signups will continue until then. If I won't be free Thursday, I'll do the first update tonight and let you send in actual orders over the timeframe until I'm back.

Either way, my involvement will be low to minimal for at least Monday through Wednesday night, and potentially as long as Friday.

First: if you cannot take criticism then you should reconsider being a GM. One cannot be fit to rule if they cannot take criticism.

Open criticism is a consideration of public pointing, especially over such acts as threatening to penalize a player over a comment made over in Chatango. I believe the mods are not fans of such penalizing...

Hence the notion you issued a penalty is rather question. To consider the wisdom of Tyrion Lanister: if you cut out your critic's tongue your not proving yourself strong; rather you are proving you are scared of what the critic has to say.

Finally: penalizing someone over criticism is likely to result in the other people viewing you with question and reconsider joining a game with you as a GM. People like to know that their GMs can handle stuff and not overreact to the most smallest of things, especially for stuff that is off site and to criticism.
