In my opinion, it is not racist.
Also, I do see the humor. The cannibal on right wants to marry the left's daughter, so he asked for her hand. However, he asked for her thigh by accident.

Well since Swede's input was asked for, I'm in the "fails at funny quite badly" camp.
The daughter has massive thigs and this throws the suitor. OK. Would sort of have worked even without the complexion, frizzy hairdos and skull-on-a-stick, only it is really, really lame. The other paraphrenalia signal cartoon cannibals, and unusual appetites, which is apparently how the artist meant it, and I guess is supposed to "make" the joke here. Possibly more might be read into them, should one like to. Not compulsory though. I won't argue against if someone turns up thinking it derogatory of Africans. It can be interpreted like that. Not concerned enough to really make such an argument myself though.

You're kidding right ? I'm pretty sure we all get the joke . The theme of the posts seems not to be a lack of comprehension , but the fact that it's totally lame (as she will be after he eats her thigh) .

He's usually quite good, but this was a lame attempt. He's generally better with the four or five panel format, than with this one panel format.
edit: And of course it's not racist. I do sometimes wonder if black Swedish people are more easily offended than black Norwegian people. I vaguely remember that something similar has happened before...

Eh, I was thinking that it was because of how easily people there would call something racist. Maybe it's both?
I didn't realize what angle the author of that cartoon was going for until Mise mentioned cannibals, now I see the direction, but it's still incredibly unfunny.
I don't see it as rasist, I can see where people might think rasism (he's uses black people in order to convey the message that he's a cannibal!) but considering how poor a job he did of that, it's not there.
