Where should I place the fan I have in my flat to cool down?

Currently melting, may die.

By the window? Facing in, facing out!? What wins?!
 
In Britain this is the end of times. Our homes are designed to keep the heat in!

Fan facing you. But if that's not to your liking, it depends on where the sun is in relation to your windows. If they're shaded, fan blowing in; if they're in the sun, fan blowing out.

It's best to get ahead of the day. Open everything you can once the sun goes down. Close everything up, including curtains, once the sun comes up. Don't cook during the day.

That's comfort weather!

If you have a desk fan, point it at yourself. If you have a box fan, put circulation in the room you're in. If it's hotter inside at night than it is outside, have a box fan blow air from inside out an open window. That gets the heat out and let's the cooler air seep in. Sleep in less clothes(cotton tees are good if you're sweating tho), sleep on a firmer surface. I abandon cushions for the floor in the upper 80s.
 
Don’t use a blanket. It sounds unnatural if you’re from a northern climate, but it makes a big difference.

I never use a fan, almost every window in the house is open, but 26 degrees Celsius is intolerable. Its times like this I wish I still lived in Scotland.

This is exactly right.
 
It's 20° here but the summer sun this far South (Northern California) makes it really hot when getting it direct.
 
I can’t control the temperature in my building and it’s so cold I put a hoodie on sometimes but when I go outside it’s roasting.
