We have ongoing Peace Treaties with everyone, and are paying a lot of money to Thea and Smoke. So no starting wars for me. We aren't ready anyway. Not sure a revolt to Democracy is worth it, unless we are planning a "Fortress Iroquois" strategy of not getting involved in any wars and trying to win by launching. So I won't revolt. If we were Religious, yeah, we'd do it.
We're not quite set up to do our own research, but every dollar we put into Medicine is a dollar less we pay if we buy it, so no loss. (Conveniently ignoring the uneven cash/research multipliers we have.) Hold on, let's check this out: @ 50%, we get 186 beakers. This costs us 289 gold. So we are paying ~1.55 gold/beaker, and that's too high. But we've already spent ~800 gold on Medicine. Hmmm ... Research switched off. I have a better idea.
Will work this turn to better balance our infrastructure so we can do some of our own research. And to get those reg. Spears out of our cities.
MM Salamanca to 20 spt from 22 spt. No functional difference on the Factory, and now I can give a couple of shields to another city. Swap Niagara Falls to a Library. Grand River will need some more worker attention, as it can work another mountain. It might be able to make 40 spt without a Coal Plant. Swap Allegheny to a Cathedral, so it can reach size 12. A Library would waste 20 shields. Let the Bank in Tonawanda finish, as it can't productively grow any bigger (yet). St. Regis swaps to Library. Best as I can tell, all troops will come from the Factories. Rush Courthouse in Akwesasne. Swap Kahnwake to Cathedral, again so it can grow to size 12. Caughnawaga to Library, this is a strong trade city. Chondote has the tax-man put back to work. We now make +204 gpt.
Also on the diplo front, Mao has an ROP that he is paying for, and no one will offer anything worthwhile for our Horses.

Safely steal Refining from Smoke, taking us down to 90 gold.
We have oil, and Smoke's oil is at the Colony behind our lines. Surprise.

He also has one more, so a pre-emptive strike may not be prudent.
Unfortunately, can't trade Refining for anything useful.

Well, that didn't work. One turn of research didn't blunt the cost of Nationalism enough to trade Refining for it. Research back to 0%, making 209 gpt.

Correction, I now think Mao is researching Refining. What is close to a deal with the Arabs is not with him.
Hmmm ... As I think about it, the "hard research for 1 turn, instead of cash" trick worked in PtW because there was a 0.75 pre-multiplier on tech cost when buying. I don't believe that is present in C3C, so unless we were getting >1 beaker/gold, that one turn of research was a waste of money. [Current ratio is 441 beakers for 581 gold, or ~ 1.35 gold/beaker]
Let's take a MM spin around the Empire. Niagara will need some MM attention after it builds it Factory. 27 spt is a very good thing for Rifles and Cav. It will have 24 spt with its current configuration. Grand River will make 40 spt without a Coal Plant, once the mountain is mined and the forested plains are chopped and mined. [Net gain of 5 shields before corruption and Factory bonus.] If not, one can always rail the hills. St. Regis will need some re-mining after the Factory completes, although it would be good to see if it can steal another tile from its SW neighbor. Kahnawake is the next candidate for a Factory.

Can't trade for Nationalism this turn. Thought I would be able to. Am now convinced Mao is researching Refining.
Note: No more lux sales to Abe. His capital is size 24, and I'd like to see him running a bunch of clowns or (better) high lux tax just for D.C.

Tyendenaga: Library --> Granary, it can grow to size 12, let's get it there quicker.
Tonawanda: Library --> Cathedral, it too can grow to size 12, with a little TLC.
Akwesasne riots. I thought I checked MM on turn 9, now realize it was turn 8. We now have 3 muskets in every border town other than Akwesasne.
Final Notes:
I tried, but Abu and Mao were of no help.
Abu the Clown is also researching Refining, as we keep getting "Close to a Deal", even though we add 200 gold each turn. So when we get to peace re-negotiations, prioritize getting some other tech to trade for Nationalism. Steel should do, as if we don't pick up another tech between now and then, both Mao and Abu will be horribly confused on what to research. We are in an awkward position technologically. The top 3 seem to stay together, and the trailing 2 will only research what we already have, if given a choice. One strategy is to conserve cash before the Peace Re-negotiations, and then steal another tech from someone we are paying big gpt to. Since
Toasted is up, he gets to decide if that is too dastardly.
In the end, the steal of Refining was pointless (or at least not terribly profitable), since Refining at 5th wouldn't buy Nationalism at last. And then neither Mao nor Abu tried to research Medicine, so we couldn't 2-fer it that way. I had hoped to catch them researching Fascism/Communism, so we could just add a few turns gold to trade Refining for Nationalism, but crapped out.
Anyway, got the minor goals accomplished: No more reg. Spears or Archers, and in research, 457 beakers costs us 595 gold, or 1.3 gold/beaker, down from 1.55 gold/beaker at the start.
It may be time to start a war and get our GA, and the Arabs are ripe for the picking. Could be prudent to leave them out of the gpt deals again.
