HI ! i'm playing civ v BNW v. 1.0.3.279 but when I click on the government button (after i choose my government), the government screen doesn't pop up. i'm already download the RtP v.30 and community balance patch v.1.11.10

Basically, Reforms are like Social Policies, but exchange a bonus for a penalty. They require a minimum amount of Sovereignty, but don't cost any, and after passing one you must wait 20~ turns before you can pass the next.
Currencies is a part of Prosperity, which was/is intended to be an additional component. It's still unreleased, and at this late point may not be released - I'll consider what I'm doing with it after my third trimester finishes in December. In the meantime, just ignore it.
The wikia page is quite outdated (I ended up not adding Reactionaries, for instance). What's in the MSF should be considered overriding. From the looks of it, you're using the wrong MSF - the one I have, which is in Google Drive (not Dropbox), lists:
Of course, there's nothing better than looking at the files themselves, as you initiated. There are technically a few other factions (all of the Oligarchy ones, incl. the progressives), but I don't give them unique names - the functionality is there, though.
The complexity of the Theocracy and HRE governments mean that they only have unique Revolutionary factions in that table (or, the HRE will). The Clergy and Prince-Electors, respectively, that they get in game are (necessarily) created in Lua. In Theocracy, for e.g., you can have as many factions as you have followers of your State Religion, which can range from 1 to many, so it's not possible to account for this in the database.
I'm sorry for the outdated and confusing wikia. I mean to update it when I can. Especially for Sovereignty, its best just to look at the files (the Sovereignty_GameText.xml file has all the pedia entries), or ask us. To explain the things you note:
--Dictatorship is a distinct government type, different from HRE. Each government has two different Legislatures, which have different compositions in factions. Dictatorship have 2 in total (1 for the One-Party Legislature, which can be 1 of 3 depending upon your ideology, and 1 for the Military Junta Legislature, which is always your 'military'). It's only available once you have an Ideology, however.
--With that said, HRE is a WIP government that I intend to add later.
---Later in development, the Republic's two Legislatures (Democracy and Oligarchy) changed a bit in how they functioned. That is, Democracy became more unique, and is now composed of 2 factions (Popularists and Nationalists). I don't think I ever updated the wiki to reflect this.
As to your question there; other than the Revolutionaries for the HRE (likely, PRINCE_ELECTOR_JFD_REVOLUTIONARY), I don't think there will be more additions to those lists - although I still have to determine how to implement the extremist factions in a Theocracy, so its possible. You need not worry about adding unique names for the HRE Revolutionaries, however, as all Revolutionary factions (you'll notice that all except Dictatorship have them) use the unique list for PARTY_JFD_REVOLUTIONARY. So stick to the list above - although you can omit PARTY_JFD_REACTIONARY if you like; this is unlikely to be implemented.
You'll find the base names in Sovereignty_GameText_Governments.xml, at the end of the file. Progressives are the extremist Oligarchy faction (that is, a faction that appears once you have an ideology), whereas Libertarians are an extremist Parliamentary faction. It gets a bit complex![]()

I can do nothing about CTDs unless I experience them on my end, sorry. The game did not provide any useful way to source the problem in this regard. If you're using a lot of mods, trying lessening them. If you are using ExCE, drop it or switch off Attrition. If your database log has any errors, trace them using stopwatch and eliminate those mods. That's about all you can do.
AH, noted. removing Hungary for now.Hungary is quite outdated and shouldn't really be used with RtP atm. What other mods are you using?
Is there ANY way to make it work without Cultural Diversity.
(like delating some files/modules)
I dont like Cultural Diversity starting bonuses.

Hail mighty Emperor JFD and all of his team, sovereignty is here and is amazing! Thank you for bringing such an awesome feature to Civ 5. I know you put countless mouths into developing it and I wanted to express my gratitude (the radicals in my legislature currently holding me at gun point, LOL... help)
But anyway, I had some questions about Events and Decisions and the Events Compendium.
1) As decisions are a vital part of RTP, is the Events Compendium intended to replace E&D?
2) Would you recomemd using E&D and EC at the same time, if so should I disable the events features within E&D when EC is used?
3) I have been trying to download EC but unfortunately everytime I place it on my mods folder (it is a .civ5modfile), load the game, and go to my mods menu, it will start to install and then as the files begin to unpack I get a CTD from my mods menu (w/the message popping up saying my game has crashed). I can provide more info if it is needed but I have cleared cache and moduserdata, tried downloading previous version, and restarted my PC with no success.
