We'd probably be able to settle a city in the middle by the river later to grab middle resources anyways.
So yeah, my rec is to see if there's any sea resources. If so, then totally settle. Otherwise, you get to make the decision, but I would be more hesitant myself. I think queuing up a settler is a fine idea, since we can't build any wonders anyways.
Probably should get a warrior or two now out to fog bust...bust the fog in our part of the continent and let the barbs hit our cities at the isthmus
