Provincial Matters:

As punishment for his treachery, christos is exiled from the Republic and is no longer recognised as Governor of Transalpine Gaul. As he was not an officially sanctioned representative of Rome, any agreements he made with the ''Republic of Gaul'' are declared non-binding.

Create the Province of Martialis in occupied eastern Gaul.

Directive I: Executive Primacy in War Declaration

As of now it is hereby illegal for any General or Senator to conduct military operations against non-Roman entities beyond the borders of the Republic in pursuit of personal glory, unless specifically sanctioned to do so by the Consuls. A General or Senator may put forward a request to commence hostilities, or may be ordered to do so by the Consuls. However, in either case, both Consuls must agree for the War to be considered legal.

Any General who engages in illegal warfare will be ordered to arrange a ceasefire and return to Rome immediately. Should they comply, they will be asked to stand down as Commander and will be banned from commanding a legion for no less then two years. Should they refuse to return to Rome, or do so but then refuse to resign as Commander, they will be declared a rebel. At this point the Consuls will attempt to capture the General through military engagement with a more loyal Legion. If no legions are unavailable, other techniques will be used apprehend the rebel, not excluding the use of kidnapping or assassination. A captured rebel will be imprisoned from anything between one and three years (2 to 6 turns), and will also receive a lifelong ban on holding a public office in the future.

Consequences for Involved Generals:

Regarding Lucius Dominus Protractius (thomas.berubeg)

General Protractius will receive an official warning by the Consuls. He engaged in risky and selfish personal warfare, but at the time this was not explicitly illegal. However, following the conclusion of the Gallic Wars he will be asked to resign as Commander of Legio III and instead devote his time to governing the new province of Martialis. Should he engage in unsanctioned warfare again he can expect severe punishment.

Regarding Gaius Iuilus Caesar (christos200)

Likewise, personal warfare was not explicitly illegal when Julius Caesar launched an attack on western Gaul. However, he is tried with conspiracy to commit treason against the Republic. As punishment, he is henceforth fired from the office of Governor of Transalpine Gaul.

Regarding Marcus Titus Scipio (germanicus)

Scipio has broken no laws and was acting under the orders of Consul Bruscius. He is hereby pardoned.

Directive II: Stability and Security of the Roman Core

Legio VI is to be permanently stationed in the provinces of Italia, Cisalpine Gaul and Sicily in order to help maintain stability and security in our core provinces. It is to be used particularly in cases of civil disobedience as a method of last resort in maintaining social security and stability. The Governor of Italia will always automatically fill the role of General of Legio VI, and the two offices shall become legally inseparable. Legio VI is designed to be a small task force and shall be restricted to no more then 600 men, although this limit may be increased at a later date through the Consular Bills.

Implementation of Senate Laws:

1.3.1:Initiate the office of the Praetor Parricidii (with choice of who to fill that office to be made by consuls in agreement after the bill passes if it does)- voting 'aye' does not signify that i would automatically fill that that office- the choice would be the consuls.

1.3.2:Initiate legal proceedings to capture and try the mob who killed the rebel patricians under the direction of the local governor Consul Tiberius Tertinius Pachomius.

1.3.3:Initiate legal proceedings to try the defecting legionaires. They should not just be offered early retirement for their trechery. I consider myself an EXTREMELY devoted supporter of our soldiers and am PROUD to have served in Rome's military but we cannot allow this sort of defection to be ignored. I don't call for their heads- merely for our laws and traditions to serve the function they are meant to.

Passed.

1.3.4:Raise new legions to capture and try the rebel senator Gaius Caesar (to be commanded by a senator appointed by the Consuls)

Does not Pass. (vote tied)

1.3.5:Raise new legions to be placed under the command of a general appointed by the consuls to pacify Transalpine Gaul. The commander would have the specific duty to establish a position of strength and establish a peace treaty if possible- but only from a position of strength so that our international reputation does not make us look weak.

Vetoed. New legions will be recruited and sent to help the war effort in Gaul. However, the rest of this proposal falls under the authority of the Overseer. In order to prevent a clash with lex 1.3.17 and confuse the legitimate hierarchy of authority in the region, this law is vetoed.

1.3.7:Accept Marcus Titus Scipio's offer to return to Rome so as to make it very clear that he is loyal to the senate. Appoint a new commander to assist in the battle with the central Gaillic confederation and command of the 1st. I recommend reappointing Marcus Titus Scipio in another theater - he has proven himself an able commander and we have need of them in the field. The final decision would be that of the consuls.

1.3.8:Invest the governor of HIspania with the formal powers of an Envoy of Rome and have him meet with the Celtiben and Vascones to engender local diplomatic support and to prevent opportunism from these tribes while we deal with Transalpine Gaul and Gaius Caesar. (point edited in light of fellow senators wise arguments)

1.3.9:Any war started without the prior express permission of the Senate/Consuls will be deemed illegal.

Passed. Refer to Directive 1.

1.3.10:The one responsible for beginning an illegal war will fund the replacement of lost legionnaires, and the costs (if any) of peace. Naturally, if peace is secured with a payment to us, the payment goes to the coffers of Rome, not to the private treasury of the warmonger.

Vetoed. Refer to Directive 1 regarding this matter.

1.3.11:Illegal wars may be retroactively legalized if the Senate so desires.

1.3.12:Self-declared rebels are outlaws who have renounced the Senate and People of Rome, and all citizens of Rome have the responsibility to bring them to justice by whatever means necessary or that they are capable of providing, until the rebels are disarmed, incapacitated, captured, or dead.

1.3.13:The Allied Gaul seeking settlement within Roman territory will be allowed to settle as well as receive a fund, size determined by the Consuls, to aid in said settlement.

1.3.14:is mutually exclusive to 1.3.13 and dependent upon the passage of 1.3.5. New Roman military presence in Transalpine Gaul would be charged with protecting our allies in the region and protecting their homes within that province.

1.3.15:Amendment to Law 1.1.6. The Consuls cannot skip payment of salaries two times in a row, even during in Crisis. A chosen Dictator may choose to skip payment of salaries for the entirety of his term if he desires, on the condition that it the base rate is paid upon reinstatement of the Consuls.

1.3.16 :Status of the Helvetii. An Envoy shall be sent to Helvetii to negotiate an official relationship with the tribes in that region. Reasonable effort shall be made to ensure this relationship will be peaceable or friendly.

1.3.17:This law brings into existence the office of Overseer of Gaul. This would act as a superior agent to the Governor of Transalpine Gaul, and any other Senators and Generals in the area of Transalrpine Gaul (excluding Consuls), which is to be defined as both Roman and Barbarian lands north of the Pyrenees and beyond the Alpes. This office is to be appointed by the Consuls, and will receive strategic directions in the Bill each season. Its primary purpose is to co-ordinate all operations within this chaotic province and find bring the Gallic Wars to an end in a way that is favourable to Rome and does not compromise the integrity of the Republic. Further aims and objectives will be set by the Consuls, in consultation with the Senate, however precisely how these aims are best accomplished will be primarily up to the Overseer to decide. The Overseer will not be provided with a fixed budget due to the need for flexibility, but may request the Consuls for further resources of any kind should they be necessary. The office shall remain until deemed no longer neccessary by the Senate.

1.3.20:Nominate Aulus Mucia Laetonius for Envoy to the Western Gallic Confederation to secure an honorable peace with them.

Vetoed. It is the responsibility of the Overseer of Transalpine Gaul to establish peace with the Gauls when the time is right to do so. Only he shall have the authority to negotiate with the Gauls.

1.3.21:The chieftains of the Covenae and Biteroges are offered Roman citizenship and the rights to the majority of their land. In return, the Lands of the Covenae and Biteroges become part of the Province of Hispania.

1.3.22:Senator Gnaeus Oppius Marsicus join Praetor and Governor of Hispania Servius Aemilius Celsus Arrianus in Hispania to help safeguard the Province from numerous potential threats and to fight the Rebel Gaius Iulius Caesar.

Orders to Subordinate Offices:

1. The Overseer of Transalpine Gaul is tasked with bringing the Gallic Wars to a successful end at the earliest possible time. Roman strength and virtue must be displayed at all times, and the eventual terms of peace must be dictated on our terms. The Overseer is given authority over Legio I, III, and VII as well as the forces of Gnaeus Oppius Marsicus for as long as they are required for our objectives to be completed. The Overseer must work with his subordinates in accordance with lex 1.3.17 and is responsible for maintaining a common strategy to be pursued by all relevant actors. Should the Overseer require additional resources he may request them from the Consuls, however this will be highly subject to available funds. The immediate responsibilities of the Overseer to be completed this season are as follows:

- Complete the Siege of Alesia
- Install Marsicus as the new Governor of Transalpine Gaul
- Protect Transalpine Gaul from any hostile actions by the its former Governor and his allies.

2. Legio II and IV: Continue with the pacification of the Pannonians.

3. Legio V: Maintain the defence of Hellenia and act as a deterrence against a potential attack by Pontus.

4. Legio VI to defend Rome and pacify rebellious citizens.

5. Legio VII to fall under the authority of the Overseer of Gaul.

6. Over the next few seasons, Praetor Parricidii is tasked with investigating the assassination attempt on Consul Pachomonius, and legal proceedings according to laws 2 and 3. The Consuls recommend that funding to do so is sourced from various interested Senators, but will also endevor to provide limitted resources from the Central Treasury as they become available.

Grandkhan this is a really fantastic NES, I really hope you will be able to keep running it despite your own changing circumstances. Also (assuming you can), you mentioned a while back that you were considering decreasing the cost of Legionnaires, have you thought any more about doing so? Recruitment is bleeding us dry at the moment!

No Legio VII will be comprised of Legionnaires. However, Eltain is already in control of a small army of mixed types, and if you can find the funds to do so you are welcome to recruit some more.

I don't think legions can have Velites. Only legionnaires. Velites and the other units are player units, private forces.

Ekolite sadly no one can recruit units yet, at best buy mercenaries from barbarians... no one built a barracks yet!

I believe that is correct.
 
So, Legio VI is like an Urban Cohort for Roma and Italia?

I'd recommend making a note that the current Overseer of Gaul is made the Envoy to every Gallic group. He isn't granted this anywhere specifically, merely authority over Governors and Generals. Not filling these positions, but expecting the Senate to officially recognize these negotiations on behalf of the Republic isn't in the rules.

Hail, Cato. I have received a pidgeon from Rome instructing me to report to you. Legio VII has joined me en route to Transalpine Gaul, though we will make camp at our current location until I receive further word from you.

Have you any concrete orders for me regarding Caesar's capture or information regarding his movements? In my own opinion, Legio VII should march on the capital of Transalpine Gaul, either taking it should Caesar abandon it, besiege it while harrying any outlying forces he possesses, or outright confronting him in open battle. A fifth of a legion can outmatch any meager forces he can bring to bear in open combat.

Post Script: At current we are [on the border of Transalpine Gaul]. I have 600 Legionaries and 600 Auxilia, and 20 Scouts patrolling ahead. Last reports indicate a host of 400 or so Gallic warriors serving under Caesar in addition to 200-300 Auxilia, however these numbers could be greatly exxagerated.

Any of Caesar's supporters will be pardoned by the Republic of Rome should they lay down their arms and pledge support for the legal Republic of Rome, after Caesar's Rebellion is put down.

Additionally any information directly leading to the capture of Gaius Iulius Caesar will be rewarded handsomely.

Alright, I'm going to try to edit the OP and stats so that you guys can send orders, but that might take some time given I'm on a.phone. Give me a bit.

ED: few things; 1. Eltain can't actually take the office of Governor of Trans. Gaul until it has been recaptured by the Republic of Rome.
2. Martialis won't formally be incorporated until the siege of Alesia is fulfilled, though given the Bill i guess i could install thomas as governor automatically once the siege is ovr.
3. Mayor won't get Legio I unless germanicus formally hands it over in his orders. Write your orders as such, but be warned that if germanicus doesn't explicitly state 'hand over Legio I to Mayor' it will still be his.
4. Legions aren't formally yours unless you swing by Rome and pick them up specifically in your orders. This won't take very much tiem at all so don't worry about it, just include it because they can't march on their own.

Stats should be fixed, let me know if there are any issues.

Also, I shoudl be getting (and paying through the nose for :p) proper internet tomorrow, and then the NES will continue as normal (though delays may be more common as uni starts soon.)
 
Forgot to mention: Orders Phase has now begun. You have 5 Days to send orders though extensions are possible.
 
4. sounds terribly weird. What if the legion is in the field fighting? Unless you mean just the ex general and new general need to be in Rome for the "official" exchange.
 
No. Armies can't move without a general. Legions, when recruited, appear in Rome. To move a legion which you selected, you have to go to its location, pick it up, and go wherever (note that this is pretty quick and basically automatic). If the Legion is in the field fighting, then it most likely already has a General, which means that you have to go to its location on the front lines, (say, for example, in Gaul) accept the transition from the current General, and then go forth with whatever.

Its a quirk in the rules, which I quite like because people can ambush you enroute if they so wish, so I'm keeping it :p
