"-My good Lords, I am not as optimistic as some of doves. War cannot be avoided, nor can we afford to escape it. The monarchies of the west seek nothing but death and destruction. If we remain neutral for now, what happens where Tristaria falls? What would happen when Veritas falls?

Should we wait for the wolf to arrive at our door before we take action? Why shouldn't we take action immediately? Why not go and hunt the wolf out and slay it before it can cause any more damage?

Why do we continue to sit here and talk as if there is nothing wrong in this world!? Why do we sit here and pretend that if we take no action, the world will survive? We were born from the needs of necessity, wizened through the flames of war, and strengthened from our alliances! We came from a primordial society to a strong power less than three-hundred years! We can win this war if, and only if, we take stand up and declare that we will not stand back and allow such atrocities to happen!

I am here today asking you to declare war upon those wolves, not to sit back and talk some more. Only by taking action will our message be heard. So I ask you all just one question: Will we sit back and allow the world to be consumed by monsters, or shall we stand as one united people with our allies and shove these people back?"

Author's Note: As discussed earlier (see chapter 3), it became traditional for heads of the Council of Eldos to be referred to by phrases instead of names (e.g. The Prophet). Each Head chose their name upon their election.

Note: dates are years as head of the Council, not lifespans.

The Prophet(lived c. 830-910)
Although he never served as head of the Council of Eldos, the Prophet is the true beginning of New Eldos and the Citadel. Around 855, he became Eldan, and it was under his rule that Aney-Tigot was destroyed in 858, the last great victory of Eldrania, as well as, of course, the Fall of Eldrania in 867. He appeared in Nurmafer in 873, making his famous Speech to the Armies, and led his first converts north to the site of the Citadel. He personally caused the construction of the Citadel, and died in 910 just days after it was finished.

The Law-Giver(910-40)
The first true Head of the Council, the Law-Giver created the government of the Citadel, created the Council, and wrote 2 Revelations, the book concerning the life of the Prophet. He also started a long tradition of assisting the formation of governments by sending advisors to Malkavia.

The Collector(940-59)
The Collector began sending followers south to join other churches and to collect knowledge. He first proposed the construction of the Great Library.

The Statesman(959-86)
The Stateman continued the collection of knowledge, and helped found Gamorrea.

The Explorer(986-1013)
Under the Explorer, Citadel explorers began in earnest the mapping of the continent, bringing civilization everywhere they went.

The Builder(1013-55)
Although he guided Ikki out of infancy, the Builder always considered his greatest achievement to be the completion of the Great Library, and its subsequent propelling of the Citadel into the Bronze Age.

The Letter-Writer(1055-1105)
Often considered the "second founder of New Eldism", it was under the Letter-Writer that New Eldism became what it is today. So-called because of the many letters he sent to pacifist movements across the continent setting forth the teachings of New Eldism, the Letter-Writer created the two-tiered system of belief: the priests and scholars collecting knowledge, the people spreading peace throughout the lands.

The soldiers in the southwestern city state? You don't know that yet. You'd have to scout out the area actively, and sneak some people into the city.

First of all, let me make it clear that the Shalamari Circles by far outdate the infant Assembly of Davar. Do not bunch us so easily with the monarchies of Gorin and Khemri. As opposed to some other nations, Shalamari is able to see past such differences as political organization and religion when handling foreign affairs. Those who cannot, are not worth our respect. This is justement the reason for our betrayal against Veritas. Do not make their mistake and become a warmongering nation of Oneist fanatics.

Also, we observe how you try to bend the nations against the Crystal Alliance. This is most appaling in our eyes, as it all too clearly resembles the foreign policy practiced in Veritas prior to their defeat and ousting from Khemri. In truth, we are beginning to believe you and Veritas are more alike than we had expected. You go on blabbering about your alliance with Veritas only being a defensive one, and what do you do? Go about coercing other nations to join you in a mighty crusade aginst the West? Do you not see the contradiction in your words and actions?

We, the Shalamari, only fight wars when we are called to it by our people or our allies. We do not meddle in others' affairs. In truth, we have not fought an agressive war since our annexation of Darawa, which has now been reclaimed by Nkondi. This would have been agreable for Shalamari, if they had not invaded into Azania and thereby occupying Shalamari territory. Alas, we cannot have peace in this world it seems, even if we wished for it. If Davar decides to attack Shalamari, we will fight. If Davar tries to bend other nations to their will, we will scold. But one thing is certain: we will win in the end.
