We borrowed money because we expected to ship our armies over to Prussia and needed some extra cash for this operation. However, God smited the people in charge of this and the operation was canceled.

Seeing as the Eastern European Protection Pact has been, to all effects and purposes, a failure, we are dissolving the alliance. We apologize to the Hellenic Republic, as we are sure they will feel inconvenienced in some way. We may reform the alliance shortly with some adjustment of the agreements and membership, most likely to include those nations who supported Prussia in a proper manner throughout the Great War.

You have been valuable allies in this war, and continue to show your worth in realizing when peace is necessary. Prussia would be interested in expanding our informal agreements to a formal alliance. If the terms were in order, would this be acceptable to you all?

Also, we remind Japan of its promises to China considering Manchukuo and ask on what progress is being made there now that the war has come to its conclusion. Will it be reunited with China as planned? What about the sale of Taiwan that was arranged? Will these take place, or will Japan renege on its other promises?

We call the alliance the Black Sea Alliance (BSA) which will contain, originally, Romania, Hungary, Bulgaria, and Russia (Hungary and Bulgaria accepted the offer in private). We do not wish to discourage other nations from joining, the name is purely due to the original members location. This alliance would be similar to the EEPP. It would act as a military defensive/offensive alliance, but would also serve as a research fund. We hope that you accept this offer.

Yes, we are a little bit upset that our guardian has abandoned us. However, we would like to join the formal alliance you may be creating. We have been, or at least tried to be, a helpful member of the EEPP. We contributed 5 of our 6 IC to the EEPP's researching cause. That is a large contribution, even though it may seem small. We would also have sent our Goliaths into battle had the French allowed us to pass. We plead with the Prussian Union, who has seen our merits, to allow us to join your new organization. I assure you that you will not regret it. We will now await your verdict.

Being a member of the EEPP, I have experienced first hand how your contributions benefit others. We commend you for these actions and would like to extend an invitation to the BSA to you. As I stated previously, the name isn't to discourage others from joining that are not on the Black Sea. If you choose to accept, we would be most gracious.

We are sorry, but we must decline your offer. After this war Prussia has been forced to accept the role of a purely European power. You have lost your colonies in Africa and in Asia and as such your global reach no longer exists. We fear joining an alliance with your nation would only work to bring Asia into European entanglements. If the war had ended differently on your side, perhaps we would be willing to accept such a pact, but as things stand now it has no gain for China or Japan to join in alliance with Prussia.

We would like to assure the world that Sweden is a peace-loving nation at heart and only entered the war to make sure that the balance of power wasn't destroyed by Prussia. Furthermore, we would like to make it known that we'll willingly loan money to any nation that asks*.

*Sweden has a fixed interest rate of 10% per year. If we wish nations to pay back their loans, we'll give them a warning and then expect them to start paying back their loan two turns later.

We would like to join your research fund. However, we would prefer not to officially enter the military aspect of the alliance; Sweden has always been a neutral nation and only entered the war to make stop imperialistic Prussia, who would've conquered all of Europe if given the chance.

If you can get 1 more nation to join, we will seriously consider joining. But if we join, we would like to be excluded from the military part. After the joining of Sweden, the Council of 100 are seriously considering joining, unless Prussia provides us with a better offer.

We will be forming a new alliance when it suits are purposes. You will be included if the other members agree, and it will be similar to the Eastern European Protection Pact, although much more focused on ensuring the sovereignty and territorial integrity of its members.
