MilarNES II: Civilizations of the World

I've decided to do the following:
- Tire Factor: it doesn't actually work due to the system I've put in place. I will just put a max to project spending and be done with it. No one will be able to surpass said limit. The extra points from the technologies that were added to the Tire Factor will instead be added to Max Project Spending. The Tribal Confederacies advantage of having +1 Max Tire Factor will become a +1 Max Project Spending instead.
- Culture: nations with more than 10 Culture will lose about a fifth of it. Nations with more than 20 Culture will lose a fourth. Nations with more than 30 Culture will lose two fifths. Nations with more than 40 Culture will lose a third. Nations with more than 50 Culture will lose a half. The (+0.x) will disappear and be transformed into one extra point. Culture will not be influenced by religion anymore.

I'm starting to write the update right now, but I still will accept orders from the remaining players. I'll have it on within 24 hours (I'm restarting University tomorrow, so there isn't much chance of me doing everything soon).
 
Ixtapan III puzzled and puzzled. His empire was rapidly expanding, and he could not rule from Xanatl. The Confederation of the United Tribes of New York had blatantly disrespected the sovereignty of Utul, and was surely mounting an attack to take it back. Utul could not rule from this distance. A journey from Nova Zibi to Ixtapan took years by ship. Now, the military scouts exploring the unknown lands, from the Plains of Othaatal to the Dividing Mountains to the Virgin Lands. Thousands of people had joined Utul because their new settlements needed population. However, his scientists discovered that a cloth tied to a pole could propel the ship faster. This was not enough.

He had a plan. Someone was in charge of the Virgin Lands. Why not spread this to all of Utul?

And so, he had split his empire up into provinces. Those most capable of internal affairs would be appointed by the king as governor of a province. Sometimes an heir would be appointed governor. For example, Ixtapan IV was appointed Federal Governor of Prisma. He split the kingdom into nine provinces, each for the governor. The king would govern the Province of Utul, and others would govern the other provinces in provincial capitals.

However, a provincial governor, if he tried to seize power from the king, would be defeated, demoted, and the provinces would all be placed under temporary control of the king. Territories were under the constant watch of the king.

Africa
Just like the nation of Mitanni did years ago, this time the nation of Khambat has launched an expedition from its trade fortress in northern Sinai to meet all the nations living in the Mediterranean coasts (see The Great Khambian Expeditions). However, this surprises less people, for this isn't the first time something like it happened. Meanwhile, the youngest nations' economy develop as they build up their infrastructure with the construction of several important things, such as a port in Demit's case and several quarries in the Oyo Empire's case. All other nations develop new ideas that will allow them to expand further and faster, and Eskimogypt specially is now able to develop a war machine that has yet to take off the ground: the Terror Camels.

Tripolitania: expands, discovers Masonry (+2 MPS), works on Northern Trade Pass (7/8), starts trade with Mitanni, +6% Elemental Spirits, meets Khambat

America
Two new nations have woken up in these few years, both of them in North America, and based off natives in those lands, but with obvious differences, because, while the Sioux Tribes are isolated and expand towards the east in search of greater bodies of water, the Iroquois of the Confederation of United Tribes of New York have appeared right next to the juggernaut Kingdom of Utul and demanded of them that they immediately left what they claimed were their ancestral lands. The Kingdom refused to even entertain the notion, thus sparking war between the tiny Confederation and the huge Kingdom (see The Great Lakes War). The Kingdom of Utul also reorganised the Kingdom, dividing it in several provinces, each of which is lead by a provincial governor. Elsewhere in the continent, several nations fall to apathy once more, but the brother nations of Ciboney and Taino are one step nearer to achieving their union, which is expected to take place in a few more years.

Asia
In the most populated continent of all, peace keeps up, fortunately, as people prefer to engage in pacific trading and diplomacy amongst them. With Khambat and Yang leading the way with the construction of great wonders, the other nations attempt to imitate them in one or other way. Khambat also launches a series of expeditions all around the world with the aim of attempting to expand over as many lands as possible (see The Great Khambian Expeditions). Every nation discovers many things that will change the way life is to them, such as Abalonia, which discovered that melting tin and copper produced a strong alloy that could be used to make stronger weapons, or Mitanni, which applied all the lessons learned in the Bandar Abbas expedition to develop a new travelling system for ships.

Europe
As Southern Europe is ravaged by war (see The Marsian Wars) and the warring nations are visited by the Khambian explorers (see The Great Khambian Expeditions), both Attica and Arago expand towards the north: the island of Éire is being settled by the Aragonians, who hope to be able to continue their travel north and search for new lands, while Attica takes advantage of the great expanses standing at the north of their current holdings. Meanwhile, both Albion and Videslav use their free lands to both expand their holdings and more, and Albion engages in a trading relationship with the Aragonian people. Also, Attica's attempts to greatly expand the size of their army has a counterproductive result, as the sudden influx of recruits forces the Royal Army Intendants to give obsolete weapons to the raw soldiers, resulting in a decrease of the Attican Army's quality.

Special Events
The Great Lakes War
After a series of spat ups between the tiny Confederation of the United Tribes of New York and the enormous Kingdom of Utul over Utulian occupation of lands the CUTNY claimed were their ancestral lands, war was declared. The first to act was the CUTNY, which sent a small army to the lands they claimed and raided the place without any opposition. However, this turned out to be a mistake, as the Utulian Army invaded the CUTNY's territory. Their Taloc soldiers were able to romp up with any opposition the CUTNY Warriors were able to present, thanks to their speedy reflexes, while the Slingers managed to strike at them from afar. This allowed the Kingdom of Utul to occupy Albany and most of the surrounding lands. It would be later that the CUTNY's Army that had been sent to raid the Territory of the Virgin Lands, having been sent word of the sudden and destructive attack Utul had launched, that they came back and fought in the bloody Battle of Albany. In the end, the Taloc proved once more to be the main force of the Utulian Army, though unfortunately they fell due to overwhelming attacks coming from the Mohawk Warriors, that were forced back thanks to the efforts of the Slingers. The Mohawk Warriors were forced to flee towards the east, where they await a new chance to beat the Utulian Army.

The Marsian Wars
In Europe, the United and Indivisible Kingdom of Marsi had, more or less, recovered from the chaos of the civil war that had raged for years around the nation. However, it seems that Marsi did not learn at all from their past troubles, as the lack of activity that was the cause of the civil war did, once more, repeat itself. But, this time, the problems weren't caused by internal strife, but by external attack: the nation of Attica decided this to be a great moment to declare war on the Kingdom of Marsi, thus taking great advantage of the laziness that had swept away all along the Kingdom. Scores of Marsian soldiers, lacking any recent training, were lost to the swarming Attican soldiers that managed to travel up the Italian peninsula and up the Po river. Both things were able to nearly totally wipe out all of the Marsian army and take both Marsi and Milano in one stroke. It was then when Arago struck at Marsi, conquering nearly all of the Marsian northern lands easily as all the armies had left for the south in order to face the enormous enemy that had attacked them from the south. Now, Marsi is stuck with few soldiers, in the middle of the central mountains of the Kingdom, with no able leader as the King was captured in the initial strike, and having the Aragonians to the north and the Atticans to the south. The bells are tolling for the Kingdom of Marsi.

The Great Khambian Expeditions
Imitating the efforts of the Mitanni, Khambat decided that they would also launch a great expedition around the Mediterranean Sea, using the foreknowledge of the existence of other nations all along the Mediterranean. Meeting with them was easy, but what was difficult was to attempt to talk with them, due to the difference in languages. Also, it was problematic the fact that the United and Indivisible Kingdom of Marsi was invaded by its neighbours in a series of lightning attacks (see The Marsian Wars), so no more contact could be made with them. However, the efforts to settle up several colonies in further points were successful thanks to great funding from the Khambian government, which sent several fleets both east and west with many settlers that would form small new towns. This upsurge of new lands has spurred investment from rich people in these new settlements, as it is hoped that they will provide for more natural resources.

Khambat: +1 EC for 5 turns.
 
Gah, stupid Cicero robbing me of my free time! Naturally I will try to fight, but without a treasury and crippled by occupation it looks to be a quite impossible-to-win war...
 
Well, apart from my orders including Attica trade, everything is set for me already?
