Topic is kind of dead. Time to pull out something I've been planning for a while.

Foreigner's note: the Hyontese government is composed of 48 delegates, one from each autonomous province. Most decisions are made at the provincial level, barring those related to foreign policy, the nationwide economy and the military. Delegates can be dismissed at whim by the local provinces, which set their own rules for government, and whoever can command a majority of delegates is designated the Chancellor of Hyontou, acting as both head of state and head of government.

Breaking News From Hyontou

Despite 4 years as Chancellor, Sora Hatsu recently lost his majority in the Confederate Assembly. His left-leaning Prosperity Party has commanded 28 of the 48 seats for several years, but recent dismissals of delegates by the swing provinces have allowed Riku Kingudamu's Nationalist Party, with 27 seats, to take power.

The shift is attributed to waning support for liberal initiatives and the concern that the "human rights" platform is increasingly straining Hyontou's economic power.

At his inauguration, Kingudamu brought with him a copy of Hyontou's constitution, ever enduring over several decades. Reading some of its select passages, he paraphrased and made the following statements:

"Hyontou's noblest confederacy was not established so that the whims of the few could rule the many, or that the numbers of the simplest of majorities could rule the few. Hyontou was formed due to the realities of a dangerous world... our sovereign components could not hope to stand alone and survive against aggressive nations like Marius' Tibet, or Negan's Aden.

Our trade fleet remains the world's largest, despite some of the downfalls of my friend Delegate Hatsu's administration. Of these downfalls, the most serious is the loss of sixteen percent of our annual trade revenues due to restrictive, strangling international treaties that have been imposed upon us. Trade accounts for nearly two-thirds of our income; it allows us to survive in a world with increasingly limited resources. That sixteen percent cut equates to over a hundred billion Yon. With that money, we could be building better roads and infrastructure, increasing the efficiency of our merchant marine, sending more of our children to school. The jobs from all that trade would increase prosperity for all of us, the supposed goal of the outgoing party.

Clearly, we need a review of policies. We must retake control of our national policy, and not let foreign bureaucrats run it for us, to the detriment of our citizens. In my first few weeks in office, I promise you, delegates and citizens of Hyontou, Hyontou's economy shall roar like the most fierce of tigers, while Hyontou remains as calm and peaceful as the seas which our ships sail every day.

The Kingudamu administration, feeling it to no longer be in its interests, has helped Hyontou leave the HITSGDP. Hyontou throws open its ports and declares neutrality.

Kingudamu announces that the defensive pact with the Papacy shall of course remain in force should Russia become belligerent.

The Spammer's Crusade wishes to nominate Nambia for candidacy for HITSGPD (I've talked to them, they're happy to join). Provided that they embargo the nations that are required, I vote yes to their approval. They've come a long way from the Romnesian war, I believe that the horrors of the Blood Occupation has convinced the populace of the Nambia that war is wrong, making them perfect candidates for HITSGDP.

As a sign of good faith, we would like to own Nambia's debt, that is Nambia's debt will reduce to zero and our debt will increase by 90. Helping Nambia gain it's pre-war economy is helping world stability and economy.

Party insiders continue to portray, with no small degree of success, the illusion of political solidarity and consensus on a long-term government action plan to secure the liberated country's future. The truth, however, is that the inside of the Federal Building resembles a stock exchange during the most fevered moments of speculation.

The interim constitution introduced in 2507 outlined a complete overhaul of previous government ministries in accordance with the Stupid Purges, whose aim was to cleanse Guinean politics of the preceding régimes' influences. In this sense, the purges most definitely worked. Citizens enjoy an environment the complete opposite of what the revolution fought to overcome. Whereas Romney and the NSRA were characterized by loose cannon leadership atop an ironclad state apparatus, the new administration witnesses an iron-willed Leader standing astride the country on wooden stilts.

What would seem an afterthought to tinpot dictatorships elsewhere in the world, the selection of a cabinet of ministers, has in Guinea turned into a protracted impediment to effective governance as our dear Leader has yet to make up his mind as to which of his officers can best be shoehorned into what public policymaker. One might commend him for such meticulous deliberation, if it was not holding back this country from achieving worthwhile goals.

Currently, all ministerial responsibilities reside with Mr. Hitler, and are delegated daily from his office in a haphazard fashion. Of twentysome slated government ministries, only seven or eight are currently incorporated in any capacity resembling permanency. Confirmed ministers frequently juggle multiple portfolios unrelated to their areas of expertise. The rest are managed ad-hoc by a churning pool of state officials employed in the general sense, but without sector-specific, let alone skill-tailored mandates.

To Mr. Hitler's credit, playing a country by ear is usually a fast track to career suicide, and Guinea has managed astoundingly well for what amounts to a one-man show. But should one old man be expected to bear the weight of an entire nation, particularly one such as Guinea that is currently at a crucial historical juncture? As good as our 'voluntary government' has proven, it is not great; until the full range of national affairs are afforded the attention they need, any hope for meaningful, holistic national policy will remain a pipe dream.

The horrendously convoluted chain of communication that prevented party grassroots from effective interaction with the inner circle during the revolution has finally been corrected. Unfortunately, Mr. Hitler still does not recognize the wisdom in admitting one's shortcomings and calling for help. Despite energetic recruitment campaigns in and around Nchekwube, the national outreach has been poorly structured and poorly coordinated, leading many potentially valuable civil servants to turn away in frustration and/or confusion.

But the truth is, the government wants help, and the government needs help. Though he calls himself a totalitarian, Mr. Hitler cannot do the job alone. All the more reason for the United Kingdom to refrain from joining the ARMS treaty.

On the unrelated matter of the HITSGDP, recent dialogue within that organisation has shown this group to be diametrically contrary in its ideological ends to the diplomatic philosophy of the Papal States. In particular the Holy See has taken great offence to a proposal made by the Spammers Crusade, which showed disgusting disrespect for civilised international principles.

As such, following Hyontou, the Papal States henceforth shall be leaving the HITSGDP, and no longer being bound by any obligations due members we end all embargoes, save the embargo on Russia in protest of its treatment of the Poles and failure to establish a Russian aligned polish state, effective upon the endign of any mutual embargo on the part of any relevant power. Hopefully this action, and the corresponding increase in trade shall improve the economies of papal aligned powers in addition to our own realm, and ensure egregious attempts to violate the principles of international law cannot proceed.

Might makes right. If a government cannot protect its people, how can it hope to provide for them? The right to life being the most important, as all others derive from it, a state's first duty must be to protect its citizens lives. The pitiful armies of Ormuz, Somalia, and Ethiopia were not doing this.

The military is as important as the economy. The Saviors are heroes for making people understand the doctrine of peace through strength.

Somalia, furthermore, was a warzone when we got involved. We destroyed both regimes at once, unifying the country rather than allowing it to face a brutal civil war. What was the rest of the world doing?

Firstly we note that the Cat-worshippers of the Spammers Crusade know nothing of the Divine Religion, nor do they have any authority whatsoever to act as the moral arbiters of the world, unlike us, your nation has done basically nothing to assist in the promotion of peace (reference Canada/Manx dispute, the German Question, The Manx/Netherscot war, Franco-London Border Dispute and others), and unlike us your nation is not ruled by the Vicar of Our Lord. As to your incomprehension, let us illuminate the minds of the nations regarding your proposal for a "new UN" (really a continuation of the HITSGDP imposed upon the world willing or not) with the relevant problematic areas indicated.

Union of Nations Constitution

We the Nation-States of the Earth, to form an international body, peacefully mediate disputes, and ensure international security and stability, do ordain and establish this Constitution for the Union of Nations.

Article I: Functions

I. The Union may propose international legislation. If a member state fails to assist in the enforcement of a UN legislation then they be removed from the Union.
II. The Union is to be given authority to settle disputes over territory. If a member state fails to assist in the enforcement of the settlement then they will be removed from the Union.
III. The Union may demarcate the world into “territories” for convenience.
IV. The Union may condemn states for unruly behaviour, disruptive to international security.
V. The Union’s shall be a place for nations to mention their grievances and suggest remedies to such.

Article II: Procedure

The Union’s legislation is to be proposed by any member of the Union of Nations that is not a client of another nation.

The World Assembly may then choose to reject or pass the resolution, with votes either being entirely for or against the proposal. A majority of three-fifths is required to pass any and all measures, to protect against an incensed delegation.

Article III: Membership

All nation are members of the Union of Nations unless they declare war, coup or blockade another member of the Union of Nations, fail to properly enforce legislation ratified by the Union of Nations, were on the no trade list of the HITSGDP prior to the ratification of this constitution or choose to leave.

All nations who are members of the Union of Nations are expected to embargo nations who are not members. If they fail to embargo said nations then they will be removed from the UN as well.

If a non-member is believed to have sufficiently compensated for their transgressions against the Union then they may be readmitted if the entirety of the Union of Nations agrees.

Article IV: World Assembly

The World Assembly is to be composed of all the world’s nations, major and minor. There are 1000 seats in the Assembly, awarded based on population. The World Assembly may vote on all matters that are proposed; a three-fifths majority shall be required to pass the Assembly.

Article V: Supreme Court

The Supreme Court of the Union of Nations shall be chosen by sortition from the highest ranking judges from each country and be composed of five Union Jurors. The Union Jurors shall have the power to render resolutions unconstitutional, clarify ambiguities that may turn up, and appoint cartographers to partition the world into territories for electoral purposes.

Article VI: Amendment

Should this Constitution be deemed inadequate, it may be amended with the support and ratification of four-fifths of the Union’s membership.

The first two indicated sections intrudes upon the dignity of states, and betray any semblance of the equality of nations by decreeing expulsion for any state that dissents from the dominant opinion of the organisation as you wish to forge it. The second also violates the sovereignty of nations by mandating negative coercion to any nation that disagrees with some position promoted by the Union you wish to forge, this particularly outrages the Holy See since it would indicate that our sacred sovereignty could be compromised should we refuse to do something contrary and anathema to the precepts of Christ.

The Third is diametrically opposed to the concept of the equality of sovereign states, and is simply an exercise in entrenching the power of imperialistic states.

The fourth indicated point would be a direct imposition on the sovereign right of nations to defend and act according their legitimate interests, and to control their own affairs, in addition to posing the problems indicated by the first three points. It also clearly shows that the objective is a factional attainment of power by the Spammers Crusade without reference to objective moral criterion, by having the HITSGDP's embargo list imposed upon all nations. The fifth poses the problems of the first four points.

The sixth point violates the equality of nations by establishing a paradigm where the strong dominate the weak in terms of voting. All nations should have an equal vote since all are sovereign and equal in international law.

Finally, in retaliation for the Spammers Crusades egregious embargo upon the Papal States and its allies (who were entirely uninvolved in this dispute),for the Spammers Crusades repeated attempts at promoting its own imperialistic and ideological agenda, and for the slander the Spammers Crusade has directed towards the Holy See. The Papal States sees fit to declare the defensive pact that existed between the Papal States and the Spammers Crusade to be utterly null and void as if it never existed. Should your godless regime face the due chastisement for its iniquities, you shall find no aid from us and our brethren. We also repeat our warning, should the Spammers Crusade seek through whatever means to impose such a plan as indicated on the world, we will respond in defence of the sovereignty of the Catholic Church from wordly powers with all the not inconsiderable might we posess. Choose your path wisely.

PS: The hypocrisy of the Spammers Crusade in threatening to have the HITSGDP embargo us is made self-evident by the fact it (and the HITSGDP) has not even considered embargoing the United Kingdom (which we did not and would not push ourselves considering the virtues of charity and brotherhood amongst christian nations, and of course in consideration of the good relations between our two states) for coups on five client states under the papal patrimony. This fact clearly shows that the HITSGDP is a vehicle of ideological imposition to the point that even we, a member as we were, were marginalised for dissenting from that imperialistic liberalism (as espoused by the Spammers Crusade) by being treated separately from for example the crusade, for whom the HITSGDP imposed an unjust embargo on Sinai for an alleged coup of its client, the Byzantine Empire.
