The Setting Sun wants $10 so we want $5 up front, $5 following the actual shipment. With the Empirical Fiscal Year almost over, we want this issue solved within the next 24 hours or else the deal is off altogether.

We hope that Renfair will agree with this deal.

Alternatively: Peacekeeping: Convincing several warring factions that fighting you is a much better idea than fighting each other.

Commander Ortiz hadn't been in an Attack Buggy for years. The one-seat, thinly-armored, fast-moving vehicle could travel great distances, even off-road. Tonight, he idled at the edges of a military checkpoint. The controllable dual-machine gun turret on top of the machine pointed down the road toward the docks where the Formatics were, sadly, awaiting the OK from the Setting Sun to board the ships to enter a new life of slavery in Renfair, where slavery came with whips and chains instead of honest labor.

He checked his interface. Dozens of bullets have already been fired today from his Buggy after the Havana Public Service System announced that Renfair would not pay to have the Formatics enter their country. That simplified the situation greatly but it was true, Ortiz figured. Some Formatics got mad and tried to start a riot by attacking. The machine guns corrected that which is a shame because Ortiz didn't figure he would have to shoot anyone today. For all their pomp, the Renfarians are doing a terrible job actually getting the damn heretics out of Cuba and the Setting Sun.

Six dead. Twenty injured.

But that is clearly Renfair's fault.

Fifteen minutes later, in order to keep the mass from rioting altogether, the HPSS announced that negotiations have restarted and that the Setting Sun will settle on half payment up front and back payments once the refugees make it to San Francisco. Ortiz wasn't sure if this was a way to just delay violence on part of the Emperor. If it was up to Ortiz, there wouldn't be a deal and the Formatics would continue working off their debts to the Empire but the Emperor, not the Soldier-Inquisition, is able to show mercy and compassion more often than not.

However, Ortiz couldn't help but nod in agreement as he noticed more Buggies and a couple of rocket-launching Attack Bikes pull up to reinforce the checkpoints as well as Toxin Soldier-Inquisitors on the rooftops and soldier detachments. If the Formatics started a riot, the heresy would be put down for good but it wouldn't come to that. Castro handed Ortiz the reports earlier in the day that a minority, but a good-sized minority, have already been broken down mentally through the labor. They're in a transitional stage where they don't want to fight but can still be corrupted back into the heresy. These adults will protect their children in the crowd by helping put down a riot.

Assuming a chunk has been broken down and another chunk could swing either way, that left a chunk that would start throwing rocks the second the HPSS came back with bad news. Cautiously, Ortiz relayed this information over the network to all operatives in this operation. The warning is basically "shoot down the rebels" should they rebel. Do it quickly and without mercy and round up the ones that aren't fighting after the predicted short splat is over with because, and let's face it, a bunch of malnourished underarmed outnumbered rebels won't win this fight, should it come to being a fight.

There was a knock on the side of the buggy. Ortiz popped open the canopy and looked around. A messenger recited the message relayed to him by Command, "Do not fire on the Formatics unless they try to cross the checkpoints. The Toxin Soldiers and...new weapons will do most of the heavy lifting should it come to that."

"New-?" Ortiz stood in his seat and looked down the street. Three boxes, nine "men" on the outside and three strange creatures in the center. "What are those?"

"Cyborgs and the Cyborg Reapers. First military application of cybernetics that the Emperor, should things come to past, wishes to test out on the Formatics in case of violence."

The cyborgs on the outside easily towered over the tallest normal human soldiers of the Soldier-Inquisition. Ortiz would guess eight feet tall. "How does that work?"

"The cyborgs on the outside have modifications made on them that allows them to interface with the battle suit, including the Gatling plasma gun and grenade launcher. That eye-piece gives them a myriad of view options but even outside the suit, their improved eyes are still probably better than my mark-one eyeballs. That armor can take a lot more punishment than we can and improves their strength even further, especially given their improved internal skeleton."

Ortiz nodded and then studied the middle creatures further. They looked far less human, having its legs replaced with four mechanical ones. "And those things?"

"Reapers. Soldier-Inquisitors who, in their service to the Emperor, were lamed in some way can continue to serve him. Don't let the size confused you, they can move pretty fast using the tetrapod. It has more armor, better computer system, quad-rocket launchers instead of the plas-gun and grenadier. And a nifty little cannon, see, that one over its right shoulder. It moves sorta like a tail and fires a Reaper net. Snags whoever is hit with, allowing for easy recapture. The rockets are really only there in case of heavy armor and aircraft. Only the nets will be used, should they have to."

The cyborgs formed up at the checkpoint and the Reapers in front of the check point. Nine Reapers, twenty-seven cyborgs. If it comes down to fighting, they may actually be little bloodshed unless someone in that crowd has a rocket launcher and spare ammunition. In which case, those cyborgs look willing to simply gun down the crowd with hot plasma and grenades until the crowd screams uncle.

Better caught in a net than say, shot by a Toxin Soldier. The elite snipers used a special, long-range rifle that did little very little damage against anything with serious armor. However, the round disperses a hallucinogen into the bloodstream which make the target very docile and poisons the target. The docility thing lasts about an hour. The poison, usually, kills in a week.

Against my better judgment, I've decided to institute new NGO rules for next turn. Fairly simple:

Auto-production axed. Agents cost 5 gold to train; although they incur no support, they are capped at the number of total bases (although they aren't disbanded if bases are lost). Terrorists can also attempt to draft directly from countries' population at a fixed rate (~10 agents or 1 pop. unit per country).

We'll see how this works, and additional changes will be made as necessary.


ALSO, for the first few turns, in order to both foster competition and prevent early-game monopolies, NPCs made clients through purchase can be bought again, for 75% of their GNI. This will remain in place for 4-8 turns, or 1-2 game years, until their economies are better fortified.


Sorry to drop these on you at the last minute, but the balance of power must be... balanced.

Meanwhile, as Tani has so graciously exposed a mathematical exploit, I will have to look at retooling infra. spending, at least in the first couple of turns, either by lowering the %, setting a cap, or possibly introducing a decay rate for excessively high infra/pop ratios. That, or just bombard him with freak events to compensate. :p While technically it's not breaking the rules, if the rules are broken to begin with, we probably want to revise them.

Whenever states were bombed to the Stone Age in MP, I'd cap how much they could grow for a turn or two, until their Industrial expansion ability was nowhere near as powerful. (A state that had a GDP of 100 could do a LOT more with 1000s of gold from trade than a 10,000+ GDP nation)

Really, it shows a huge flaw in the proportional expansion - it makes it so the later in the game you are, the less valuable infra spending becomes. Hence why I replaced it with an absolute growth(i.e. 1 gold = 0.0001 Industry) in other models... :p

That's actually a great idea; I noticed since you had hundreds of bases in MP that your NGO was capable of conquering any nation with terrifying ease, since your agents doubled as soldiers... so capping the number of soldiers that can be recruited is a MUST.

or just make it so NGOs are private spy agencies and auto-produce spies, and armies/navies/air wings need to follow the standard rules. :p

Or make it so that bombings also count as trade penalties. So, if a nuclear war destroys 20% of a country's industry in one turn, then the nation has a 20% trade penalty (.8)(normal trade amount).

The same idea could be applied to strategic bombing. The trade balance can repair itself each turn the nation A.) Doesn't see conflict and B.) Isn't blockaded at a rate of 5% or so a turn. This has the effect that a nation could potentially lose all their industry in a turn to a large war and thus, is hit with a 100% trade penalty (or no trade income).

Since the Empirical Fiscal Year ended a minute ago, Renfair has one hour to respond to the deal.

The Order has inked a defensive alliance with the Taipei Legion for the military, political, economic, and scientific benefit of the Far East. The pact is to be called Scopic Confederation of Innovative Enfranchised Nations for a Civilized Earth, or SCIENCE. It is hoped that via the organisation, a peaceful division of the former China can be accomplished, as well as facilitating cultural and intellectual exchange.

Hyderabad proposes an alliance with Ouroubos. We are also interested in the biology and the technology of these "demons" and with to see how they really work.

The Demon Overlord has spoken with his advisors, and has agreed to a defense pact. Information on Demon biology will be disseminated; understandably the Demon Realm has decades of research behind it on the matter.

The clean, renewable, efficient chaos energies will also be sold to Hyderabad as needed, though it may be difficult for the time being until power lines securely run between both nations.
 
Ships packed to the walls with Formatic refugees and Renfarians who paid top dollar to get a ticket in the underbelllies of the ships set forth from Havana to around the cape to San Fransisco. Due to the political nature of the cargo, Soldier-Inquisition Reapers assisted by infantry were on these ships. The Reaper Nets, should fighting break out on the way to San Fransisco, would be instrumental in preventing too much bloodshed.

None of that was Soldier-Inquisitor Castro's problem.

Two days ago, the Emperor decreed, in no uncertain terms, that all Renfarians must either take the Oath of Peace or get out. This came at a time where, quite frankly, there aren't a lot of ocean-going vessels anywhere in the world and with there being a premium in space, prices on each ship, even the few cargo ships, rocketed to the point where only the rich Renfarian residents or the ones that bought their tickets before the prices skyrocketed could really get out of the Setting Sun. Instead, a good many simply took the Oath of Peace and hoped that the embargo ends soon so they can return home at normalized prices over the next few months. A sizable minority, however, are already opting for the Oath of Loyalty and citizenship and no doubt Imperial Truth played between TV programming, over the radios, and over the net had something to do with that.

Of course, some Renfarians haven't been recorded as leaving or taking an Oath. The Emperor, again in his infinite compassion, contributed this issue with it being lack of time. It sucks to get to the docks only to find all the ships full or prices too high and then get sidetracked because the office to take the Oath is closed. So, Castro and his merry band of soldiers sat in the back of a truck armed with Military Police sub-machine gun and a copy of the Teachings with which the Oath of Peace is sworn by.

"Lots of Venezuelans been popping up around here lately, eh brother?" Grimes, another Soldier-Inquisitor, stated out of the blue. Doesn't mean it wasn't true.

"We've been doing a lot of building. Businesses are hiring and there aren't enough hands to do everything. With the Formatics finally out of our hair, the Venezuelans are probably just filling in the gap of low-skilled, low-paid labor."

"Ugh. It's going to suck if jobs get scarce." Diego groaned. "Nothing good will come from that."

Castro shrugged. That sounds like a conversation that Ortiz would love to dig into. Castro didn't much care. "As long as the Setting Sun keeps expanding, jobs will be plentiful. Heck, this could be a good thing. If the Venezuelans come and integrate, then they'll accept the Teachings and the Oath of Loyalty and bam, we'll have Venezuelan brothers fighting alongside us."

"Same way the Renfarians and Formatics did?" Diego asked.

"Notice that there aren't any Formatics left and that the remaining Renfarians are taking the Oaths as fast as they can but you got a point."

Grimes grinned, "Their children on the other hand will end up accepting the Teachings though. Especially the Emperor's Children." The Emperor's Children were the official name for all orphans within the Setting Sun. Orphans were schooled in the Teachings and usually end up joining the Soldier-Inquisition-

"I have an idea." Castro snapped his fingers. "I'll need to talk to the Commander about it first though."

"Oh please. Don't keep us in suspense." Diego rolled his eyes.

The truck stopped in front of a residential. Two-stories, fence, probably 2.5 children. It looks like the American dream....200 years ago. The soldiers poured out and stamped up to the house. Castro knocked gently and the door opened immediately. The Renfarian was middle-aged and probably did have 2.5 children. "I knew you guys would be coming. Listen, I tried to take the Oath but the lines were forever and then the off-"

Castro held up his hand to stop the man's excuses. "That's fine. We're here now. We're not going to fine you now because the Emperor understands the logistical problems. Are you two sons and wife here?" The man nodded. "We can get them sworn in as well. Lead me to the family room...."
