We need to do two things: get ready for the upcoming Zulu war and get our economy moving forward.
Irony Area 350 BC
Irony is well defended. Four units are inside the city and one on each mountain beside the city; a nice wall of defense. We have two Zulu units south of that line. They show no signs of leaving and until they do we won't open the Line of Irony.
Until the Zulus run out of land to settle they will leave us alone (mostly). So we have some time before they get ready for war. We need to use that time wisely.
We should plan to build two cities north of Irony in the near future. This will let us claim the land bridge between us and Zulu for ourselves. We won't have to fight our way north. And it brings us closer to the Zulu, which in turn means our wounded would have a place to heal.
Light Blue and Pink are the two city sites we would need to settle. The brownish-orange lines are the roads we need to build. It won't do us any good to plant cities near the Zulu if we cannot get there quickly.
Beijing will complete a settler in 2 turns. I think it should head towards the Light Blue dot. We have plenty of escorts in Irony.
Revolting to Republic
We have 12 cities. One is size 7, one is size 5, two are size 4 and three are size 3.
In Republic the city support is different from Despotism. It is more expensive. Currently, we have 12 cities and we can support 48 units; 4 per city, regardless of city size. In Republic, we could support only 14 units. Cities that are at size 6 or less only support one unit. Cities between 7 and 12 support 3 units. Larger cities support 4 units per turn. We would have to pay unit support on the excess units; 2 gold per unit. We have 44 units; 14 would be supported; unit support on 30 units is 60 gold per turn. We have 269 gold right now.
However, in Republic units in cities do not contribute anything towards keeping the city productive. We could disband units that are serving as MPs, starting with Warriors and then Archers. Disbanding a unit in a city will also contribute shields to whatever the city is building, except Wonders. Great Wonders cannot be built with any 'rushed' shields; I'm not sure about small wonders. That could reduce our military by about 12 units or 24 gold per turn in upkeep, bringing our per turn costs down to 36 gold per turn. Still expensive but we don't die as fast.
Once in Republic we generate more commerce, which in turn means more gold flowing into the treasury, especially as our cities grow, which they can do faster in Republic than Despotism.
So I think we need to get into Republic as quick as we can.
Once we decide to revolt, we will face some turns of Anarchy. Our cities will produce nothing on those turns, so we need to pay attention to our builds and try to time the start of our revolution wisely.
In the next two turns we have two settlers completing and we don't want to slow that down any at all. So until they get built we stay Despotic. During Anarchy we pay no upkeep anywhere, so we can move units into cities to disband once we finish the anarchy.
We also need more cities in Old India. We can change Delhi from courthouse to settler and have it complete in 5 turns. We only need 9 shields to complete the settler and the most shields we can net in Delhi is 2. We could pop-rush the settler but that seems like overkill. Xinjian is building a courthouse in 58; it could do a settler in 8.
I think we should revolt after Beijing completes it's settler in 2 turns. We can change the builds in Xinjiana and Delhi to settlers and let them complete once we get into Republic.
We can still plant cities, improve roads and research while in Anarchy.
We also have a Military Great Leader, K'uang-yin. We need to build an Army around him.
