Heh, I opened up the game and just hit enter a few times til all the revolts in Jaoa were gone, and it looks like Pac Man eating a red ghosty-guy, LOL.
Anyway, I had some more thoughts on civics. It may be time to trim some units, rather than pay for upgrades. I did upgrade a few of our more key guys, and we will have a company of strong CR rifles when the time comes, but we do have some CR I axes and Combat I Crossbows that could be deleted eventually, so Pacifism wont be as expensive. But I agree we arent ready for Paci right now, lets get some mileage out of OR for fast Islam buildings for hammers, etc. We may even want to shift into Islam, if we can time the next AP resident vote. No one is running it, though, so we would want to stay in Buddhism until we actually capture the AP city, heh.
I think we should stay in Bud till we've dispenced with Toku. When we're in contact with Fred and the Islamic block its time to switch and then hit Asoka. This way we keep a friend till we are ready to deal with some new friends.
With our good military cities I don't see the point in upgrading most of our units apart from our CR units.
Preflight check. Bleys left me an enormous bank to play with, but it's bleeding away in deficit spending. I recognize that if we don't spend the cash though, some stupid AI will try and extort it from us or ask for a gift. We have a lot of highly promoted older units, so I'm going to upgrade some of them.
Ok, after looking around, I only ended up upgrading 2 units (our Combat 4 Chariot and a CR3 Swordsman, renamed to Bigman Gus), as the rest are fairly basic troops. I am tempted to remove espionage spending, but we need it. The deficit is bad, but I'll deal with the specs first...

Thebes is running a spy, an engineer, and 2 scientists while rushing Taj. We are working 0/4 mines at Thebes. I work the 3 plains hills and a riverside farm to get some growth in here.
Memphis is running specs, but that is OK, because that is the plan in this place. However, we are trying to build a treb here. It's almost done, so best to let it finish, but this town only has 3 natural hammers, so we really needed to be cranking the infrastructure here. We are also growing too slowly, so I reluctantly fire the scientists to work farms. I also note that we never built any Islamic buildings here. That is free hammers we are missing out on from buildings that would benefit a science city.
Helio fires a scientist to run a farm instead.
I can't really wrap my head around Elephantine. It currently has enough food to work every square in its BFC except the hill, while stagnating. It also has a pile of cottages. Due to this observation, I fire its specs to work tiles instead.
Alexandria was aforementioned with working no mines and scientists instead. Fix that, now that the Lib race is over.
Pi-Ram is running no specs, but its getting attacked by all manner of nasties and building a Treb! Switch to a Longbow.
Giza is not a good town at all, but we'll work with it. It's stealing a farm that Alexandria could be using while not working the Iron, so I fix that for quicker build times.
Ainu is ok for now. Race to replaceable parts and bio to get this place online. Work the silk plantations in the meantime.
Gem-city fires its scientists to work the two mines. I contemplate working the 3rd mine instead of a cottage, but that makes it so we don't grow next turn, so I leave it for now.
Lisbon is in massive growth mode, but more work is needed here. I disagree that this place is a commerce town. Sure it has some food, but it has hills and a river, which we can place 4 watermills on if we are careful, 5 if we destroy the incense plantation (which I don't recommend, as that appears to be the world's only source of known incense). And Joao also destroyed all the cottages while we didn't have control of the BFC. I'll drop signs in the order the mills should be built to ensure no whackiness in AI placement. I'll lay down the signs assuming we demolish the incense, but feel free to ignore that.
Lagos is a worthless city and I don't know why we kept it. The place has 3 workable land tiles after we assign all other tiles to worthy city. Worst of all, it doesn't have any resources! So it's a perennial live off the water city while slowly building commerce improvements. To add insult to injury, we are paying 9gpt for this scrapyard, as there is no courthouse.
Evora and Coimbra are not worth talking about yet, as they need to get out of revolt and pop some borders. But at least their courthouses survived the taking of the city.
Oh, BTW, I note that Joao recently vassaled to Toku.
Ok, so Gunpowder in 6, bleeding 109 gpt at 60% sci and 10% esp. 1909 gold left in the bank... Well, we kinda need the EPs... However, we don't need them on Toku, so I set his weight to 0. I will leave the sliders until some of the cash has burned away, since our tech rate isn't great without the specs, and I'm not willing to bulk up on specs while our cities are at around half their maximum size.

Pi-Ram gets bombed some more, and Mansa got the random event where he gets one of our fugitives. He clearly took it as he is now pleased with us.
Charged some units at Toku's stack on the flatlands, killed the entire stack except 1 axeman at the cost of a C2 HA and a C1 Axeman.
Retreat the units inside Japan, as Toku has a crossbowman, and the units are unsupported Maces. The guy has exactly 1 source of iron and no other visible metals, so we may want to take that down quickly.
Lagos finished the Obs, start a courthouse for this miserable city.
Evora also finished the Obs, dial an Islamic temple, stagnant and work the iron to finish in 9 turns. Border pop in 7 to grab the clams so meh.
1315AD (283):
Toku suicided his Crossbowman on the 2 maces. Someone had the foresight to give one of them Cover, thank god. We beat the odds there. Due to that rather close call, we flee back into our territory, taking the stolen worker with us.
Toku's axe, instead of retreating, ran towards Pi-Ram and the other stack. We have a 9/10 XP HA that won against the odds last turn, 2.2 strength left vs a 0.8 strength axe. Now up to 11XP for the promo. Move him into Pi-Ram and buyout the knight promotion.
A HA also appeared unsupported by Giza, so it gets run down by a knight. The rest of the units get to Pi-Ram.
Helio finished an Islamic Monastery and dials a knight. I rearrange the tiles to slow growth a bit, as we are in need of buildings here.
I can do a civics swap, so I put us into Merc and OR. I contemplated keeping Theo for the XP boost, but we need the production boost more, as less XP can be made up with better tactics. This results in a runaround to the cities to reassign specs. I mostly hire priests, but some scientists where they are needed.
Oporto is down to 54%. Stupid castle. Oh, it looks like Joao burned his General attaching it to a Longbowman. Damn, was hoping to get a free instructor.

We got a Great Scientist. I know we didn't discuss it much, but I'm settling him in Thebes, as we have an Academy there already, and science everywhere else sucks. (I eventually figure out this is major smoke)
The chop finished at Memphis this turn, so I flip to a temple to put it in there and finish it in 2 turns.
1325AD (285):
In a startling turn of events, Toku does NOT bomb Pi-Ram this turn. He instead crosses the river in an attempt to meet up with a big stack of siege that came into our territory this turn.
Oh well, first things first. I bombard Oporto to 2%. We're going in next turn.
Ok, let's sort out these fools at Pi-Ram.
The top stack has almost no proper defenders (a CG Longbow??? and a Sword???). It gets eaten by miscellaneous horse units, and all the cats die to flank attacks.
The leaves... uh... almost nothing for me to attack the bottom stack with. I punk off an Axeman, but I don't have enough units left to take on the 3 HAs and the 2 cats. Hopefully they hang around or try to kill the last knight who took out the top stack.
Coimbra is out of revolt and gets whipped to do the Obs.
Knight finished in Alex, and I already sent him up. Dial for a Treb for a stack to be assembled at Memphis.

As predicted, the knight died and the stack kept running. That's fine.
We also got collateraled by a cat at Oporto. Doesn't really change anything though...

With Oporto dealt with, let's turn our attention back to Toku, who's stack on the hill is still running. I attack it with Knights and decimate the catapults again. They don't die however, and become free XP for our units garrisoning Pi-Ram.
All of Toku's units in our territory are now dead. I MAY, however, have blundered, as I moved the X-bow guarding Giza's iron, so Toku can pillage it next turn. His HA will be dead upon doing so though, and we have another Iron from Joao's land.
Oh, we got Oliver Cromwell in Memphis btw. With all our major production centers already having a Military Instructor, I would save him for a Military Academy, which is close, giving us a mini-HE/WP in another city.
Treb finished in Ainu... why did we build a Treb here? It'll take forever to get to the front. I dial for a university, as this city can be spared to build one for Oxford.
Lisbon finished an Islamic Temple, but I'm now hard pressed to decide what it needs. It doesn't really need anything pressing... but I don't want to build more units here while we are running OR and this place still needs buildings. We are set to run into a happy problem so I dial a Theatre.
Coimbra Obs was whipped, and it starts an Islamic Temple.
Oporto's courthouse survived the sack, along with a forge, aqueduct, and market. And we got a free academy out of it too. Thanks Joao! Dial up an granary, because that didn't survive.
I dial science down to 40%, as we are losing money fast now. Taj in 3 to alleviate that.

As expected, our iron gets pillaged. Mansa also builds the Islamic special building.
Ok, well the pillaging HA gets run down with a knight, end of story.
A stack is forming near Memphis of assorted units. The Treb also finished there, so start a Monastery. We need all the hammers we can get here.
This turn is otherwise unexciting, as we move towards Joao's final city.
I notice that Fred went into WHEOOH mode. I don't think he's foolish enough to attack us, but that may mean he is getting ready to grab some of Toku's land. Or he could be gearing up against Sury. Who knows.

Moving the stack next to the city shows 50% defenses, and 3 longbows in the city. 2 are CG1, while one is unpromoted. There is also a galley and a stack of workers.

Ok, Joao whipped another longbow and promoted the unpromoted one to C1/Shock. Defenses in Braga are leveled in 1 turn by the siege, but we have none left to sacrifice. That's ok, though, because Bigman Dobbs has 85% chance and pastes the top Longbow.
Next up is Bigman Brent with 71% odds. But you don't mess with Bigmen, as he kills the next Longbow. Shock Longbow is next, and a CR2 Mace has 65% odds, but still wins. Yay.
Last defender is the new unpromoted Longbow. With no fortify bonus yet either. Unfortunately, we LOSE a 74% odds there. Meh, had to roll bad at least once. Followup Maceman takes his XP to 10/10 for the Bigman promo next turn, and cleans up Braga, and Joao. We win 5 workers and sink a Galley.
Another Toku mini stack consisting of one Crossbow, one HA, and 2 cats appears next to Pi-Ram. I'm starting to feel bad for Toku, in that he has no Pikes to stop our knights, and we wipe out his mini stack. Again. Free XP for our units.
Thebes done Taj, and I drool over the 7 turn Sistine, but restrain myself. This city needs a University. Yesterday. At this point I realize I ed bad when I put the scientist in Thebes. Because Oxford is going into Memphis. Doh!
Helio finished a Knight, and I realize I ed AGAIN as there was no stable here O.o. Arg, ok it is far from battle, so order a stable up now.
Pi-Ram finished a Longbow, and the 3rd is the worst. I originally switched this to a Longbow from a Treb. The right answer however, was "none of the above", as this city doesn't even have a barracks! Ok, well order one up. I am tempted to do a castle, as Toku likes attacking here, but seeing as we haven't let him actually attack the city tile yet, it would be a waste.

Evora finished a Temple so dial a monastery. We also got a border pop, so work the clams so we can grow.
Braga did not have a surviving courthouse, so dial one. Only thing we have in this city is a granary and a lighthouse.
1350AD (290):
Quiet turn. Nothing happens as I shift wounded units into cities to heal. A stack sets out for Tokyo as well. I don't anticipate any problems there, as the city is defended by 3 units, one of which is a Catapult. The other two are Protective Longbows though, so that could cause minor troubles. Nothing a quick shelling and a Bigman can't handle though.
Toku has Samurai now. My bad, I went a bit too slow with the warring and didn't get around to pillaging his iron yet. Knights still eat his Samurai though, what with being immune to first strikes and having no vulnerability...

It depends if we think we will finish with Toku before rifling would become useful (I assume we would). If so we are going to find ourselves alot of captured cities that need a kick in the infrastructure, so I would be tempted to prioritise non-war discoveries for now to get our civ running smoothly again
Militarily, we're alright for now. Rifling would be great, as it always is. It depends on how fast we want to go to war again after we conquer Toku. If we go to war right away, rifles are almost essential, otherwise we will probably get bogged down. If we are planning on a wave of rebuilding though, we have other options.
Mansa is teching Constitution already, so that may be a problem. His tech rate is annoyingly good for having 4 cities. We could tech Chemistry and buy Astro from Asoka (although he is charging an arm and a leg), and then send Privateers to blockade Mansa. That would definitely slow his tech rate down, seeing as we can blockade half his cities. Chem gives us empowered workshops too.
The actual path to rifling gets us Printing Press and Replaceable Parts in the process, which would be extremely helpful for a rebuilding period. We'd also be able to get Lisbon running as a production kraftwerck. A rush to Steam Power is also a possibility to get Levees and supercharge Pi-Ram, Memphis, and Lisbon.
Constitution -> Democracy, while interesting, is expensive considering we have the Mids and get two of the three civics already. SoL is fairly interesting though...

Good sets grandad and Jkaen! Toku is done, stick a fork in him . We need to consolidate land now and "fix" some AI terrain improvements (too many windmills in Toku-land).
Probably finish Toku, and station our units on the western border, because Fred is STILL mobilizing for war.
I notice Fred and Asoka are in WFYABTA mode. Not sure how that will affect our plans, other than slowing down our tech acquisition.
Once the war is over in a few turns, we need to get our land into gear and our expenses under control. Probably want Rep/FS/CS/Merc/Paci to pump the specs and GPs while we rebuild. Once all the cities are out of revolt and working decent tiles, I think we want to light up the Artist for a GA.
Our military needs some careful downsizing afterwards as well. We have warriors and archers kicking around still. Anything from the classical age needs to go, preferably being replaced with modern units so we don't lose too much power.
We need to specialize our new cities as well and... we have a minor problem. Due to our wars, all our good production cities are at the back end of our empire. Meaning a long march to the frontline. We either have to make some production centers up at the fronts (costly in worker turns and cottage redevelopment), or prioritize getting rails.
Speaking of a large empire, we need our FP down. Don't know where we want it though, and don't know if we want to blow the GE that we got in Jkaen's turn on it in order to get it up fast and our expenses down. We likely want to run State Property later, so it will eventually be moot, but there's lots of stuff we need before Communism so...
West Point typically goes with HE, so that would mean Thebes.
Oh and I had a good laugh at Jkaen actually renaming the city to "Gem City", lol
Maybe FP in Osaka? My the time we have some of Asoka's land and some of Freds we'll be able to go SP so might as well benifit now and not worry about future empire shape.
S.ilver is right though, we need to consolidate. Our economy is rolling on the spoils of war, but when its over, we are going to be in a bit of trouble I think.

Memphis: Monastery > Oxford. Heliopolis: University > Bank. Lisbon: University > Bank. Lagos: Forge > Library. At Satsuma: Barrage defenses down to 4%... first CR2 treb lives vs defenders at 51% odds... Cuirassers and a CR2 mace finish the rest. Toku is dead.
T313 - Send a Cuirasser into Asoka and Fred's territory to scout for forces. Asoka will attack Suri for a price, and I'm betting that Fred will go after Suri soon as well. At that point, I think we kill Asoka for the shine income. Lots of cities converted to building wealth. Upgrade a CR2 axe to mace. (128G, +6G/t @ 30%, 352B/t)

Not much to say... West point is due next turn, and I'd say we keep growing Thebes for a while... Declare war, rebuild, repeat, win....

We still need more work on the financial side of things. We're only in the green right now because 7 cities are producing wealth, which is far from ideal.
Some cost cutting measures I see include dropping Bureau and Organized Religion for Free Speech (saves money AND makes money) and Pacifism (assuming we still want to throw the switch on GP generation, which seems unlikely due to the crowd of GPs sitting outside of Thebes, otherwise it is close to break even with our large military).
We can also renegotiate a few deals. Sury isn't talking because we stopped trading with him, so not much we can do there. But we acquired a source of rice in Toku's land, so we don't need to get it from Fred anymore. We can explore some other opportunities including gpt.
We should definitely backfill our garrisons, especially since we're on the road to rifling already. Get our military cities to build constant rifles and replace the old garrisons. Revenue neutral, but it will help our power rating at no extra cost to us.
FP in... Osaka? 15 turns while running the mines, or instantly with the engineer. Courthouse is done next turn anyways. Seeing that relatively short time, I'm inclined to bank the engineer for a wonder that we want. SoL is solid, but Mansa is teching Democracy right now, so he'll have a jump on it. Pentagon is always fun for ripping someone to shreds. Any other speculations are farther down the line, and we'll have probably won some way or another by then (Cristo for the sheer cheese, TGD for ownage on this map).
I've always liked the idea of building the Forbidden palace close to the current capital, then moving the capital as you capture land from other AIs... it really doesn't matter to me though.
