The Treaty of Versailles
Anno Domini 1926
The Republics of France and Colombia, recognizing a Colombian defeat in the Panamanian War, hereby set about to create a fair and lasting peace and to restore order and law to the region of Panama. Therefore, in the interests of peace, both shall agree to these terms here following:
I ARTICLE:
The Republic of Colombia, having recognized its inability to ably govern and maintain order in the region of Panama, shall remove itself from said region in order that new and effectual government be established. All military and civilian authorities in Panama previously belonging to the Colombian government shall be permanently ceded to the provincial government of Panama, and the Governor of Panama shall take on the title of President of Panama, acting in the absense of the President of Colombia.
II ARTICLE:
The Colombian Province of Panama shall henceforth be the free and independent Republic of Panama, or República de Panamá, with a free and democratic government to be elected in elections held a year from the signing of this treaty. Until such time, the former Governor, now President, of Panama, shall take on all duties previously overseen by the President of Colombia.
III ARTICLE:
The Republic of Colombia will acknowledge of the government of the former Governor, now President, of Panama as the legitimate and the only legitimate government of Panama, and will henceforth and forever relinquish all claims on the former Province, now Republic, of Panama.
IV ARTICLE:
The former Province, now Republic, of Panama shall sign an alliance of interminate length with the Republic of France, which will provide for the defense of the fledgling Republic and will assist in the management of its foreign affairs.
V ARTICLE:
Finally, the Republic of France and the former Province, now Republic, of Panama, will cease all hostilities with the Republic of Colombia. The Republic of Colombia will cancel its alliance with the Republic of Argentina and will never again seek to ally with the Republic of Argentina, thus ceasing its hostilities with all other nations currently at war with the Republics of Argentina and Colombia as well. The Republic of Colombia will sign a 10-year NAP with the Republic of France, the Republic of Panama and the Kingdom of Spain.
