I have not heard word of your opinion on the Land Division Act I put forward in an earlier dispatch. I would be pleased if you could give some response to the proposal. Also, Russia and Great Britain are considering an Embargo against Persia if they do not act in a suitable manner NOW. Are you interested?

On the plus side, if we are forced into action on this matter, when we beat the Persians out of Babylon, we may get oil at a VERY reduced price, or even free!

It seems that the Americans are laying unjust claim to portions of Canada that were unclaimed and (to them) unaccessible on my newest maps (provided most graciously by Sanford of Britain). If my attempts at negotiating an amicable division of the territories should fail, can I count on your help?
Would you also put in a kind word for me in your Triple Alliance, and tell them that I will be more than willing to assist them in times of need?
I'm glad to see that Persia is trying to make amends, but be aware that if they don't follow up, I will take steps against them as well.

I wish to inform you that a claim to "Northern Canada" can not be accepted as a claim to the territories as a whole. You will find that my claims are rigidly defined and well within the borders of the unclaimed territories in the latest British ordnance survey map.
I'm willing, though, to discuss an amicable divison of the interior territories. The coasts I consider mine by rights, as there are NO, I repeat NO, American or Iroqouis settlements there of date.

Lands in northwestern Canada

Glorious Leaders

Russia is content with her holdings in Western Alaska and fear that war may erupt between the Northern Alliance and Japan over the unclaimed lands in the wilds of Canada. Should such an event occur, Russian troops will assist in the DEFENSE of Japanese posessions.

Japan was the second power to estabish perminant settlements along the northwestern coast of North America, Russia being the first. Under long standing International Law, Japan has establish control of those coastal settlements. The current growing crisis regarding the un-settled interior can easily be settled similar to South America.

I will be touring my bases in Alaska in the following months and ask that we all met to discuss a peaceful division of this frozen wilderness. Russia does not wish to go to war over this land but we will assit in the defense of our ally and should hostile forces enter Russian Alaska, we will be forced to ask for assistance from the Triple Alliance.

Also, I have been hearing of territorial disputes, and have enclosed a map giving a possible division, like in South America. However, since I have no involvement there, perhaps you should make the proposal.

Seeing the problems of colonisal disputes in North America, Prime Minister sanford ordered the establishment of the towns of Broome, Darwin and Cairns. This now means all of the coast of Australia is now in British hands. I'm sure no-one will be unhappy if I also claim the central desert, right?

Also, a new city on the other island of New Zealand has been established. All the sheep p) on BOTH islands are now British.

Germany in the middle of it all

Wilhelm studied the latest version of Sanford's World Geopolitical Map. He was always amazed at the quality of Sanford's map making. His own commissioned cartographers paled by comparison.

He was also heartened by the news that his Prussian military designers were close to completing prototypes of two weapons. An improved cannon piece that had twice the range and better striking power, they called it artillery, but Wilhelm had seen advances in bombardment technology before, and while he welcomed the pending upgrade to his defense forces, the other development was even more eye opening. It seems his ever inventive scientists were working on something that appeared to be a mobile artillery piece on rolling tracks that allowed it to self propel over open terrain. Plus it was armored too.

Amazing stuff really, who knows, perhaps someday they will fly combat airships, and not just those crazy balloons that Sanford was always in.

While his researchers told him they were still several years from actual deployment of this thing they called a "panzer", they did recommend the immediate securing of oil supplies.

And thus on the ride back from the labs, Wilhelm pondered his map, and a stack of the latest telegraphs.

Daedlus seemed to be reasonable now, but why wouldn't he be? He had secured the land worth taking in Babalyon, and an unstable Turkey was no matter to him. It certainly was a problem for Romanov and Wilhelm though....

Sanford was recommending adding Japan and Emperor Nintendo to the Alliance. Romanov was also in favor. Their recommendations was all the Wilhelm needed, but he was a bit concerned with the tough talk coming out of North America. He was all in favor of joining his pact mates in defense. But did he want to be dragged into a global conflict over settlements in British Columbia?

Well, time to be a diplomat again, he thought to himself, and with that, out came the quill and paper...

As always, I stand with you both. I am withholding the beginning of my trade agreement with Persia until both of you are satisfied with the outcome regarding the Babalyonian government. Perhaps you will see in my next communique a solution to this matter that is very acceptable to us.

Regarding the inclusion of Japan in our alliance. I agree if you both feel strongly about it. Having no outposts in the Pacific, I will heed your expert opinions. Were we to do so, we may want to meet as a group of four, and while we all vote equally on matters, it would be to our benefit to designate sphere's of influence around the world, so we do not step on each other's toes.

As a point of clarification, we all are engaged in a defense pact. I assume that if one of us were to take an offensive action, they would notify the others prior to the event, and allow them to stay neutral.

Friends,

The blood shed and growing ill will resulting from the Persian invasion of Babalyon has treatened all of our well being. I propose to broker a way out of this deadly maze for all of us.

I propose the following terms:

I. Immediate Peace Treaty between the rightful Bablyonian government in exile and Persia.

II. Installation of Prince Babalous as King in Ankara, with full control of the remaining Babalyonian military and governement, with the pledge that he will hold free and open elections within two years.

The infrastructure of the country is badly damaged. The new King will need time to restore basic services and end the famine plaquing the Kurds before the country is ready for democracy.

III. As a measure of good faith, Russian cossack forces should be allowed to escort the King, and provide basic security to the remaining Royal family until such time as elections are held. Further, Tsar Romanov will closely advise the new King, and be allowed to permanently close the stream of supplies and funding to rebel groups in southern Russia.

IV. Small, defensive only, detachments of Trinity Alliance forces will deploy near the frontiers of Free Turkey until such time as the infrastructure is restored.

All countries will know that an attack against these "peacekeeping" forces will be an attack against the Trinity Alliance itself.

With your acceptance of these terms, Friend Daedlus, I will recommend an immediate removal of any trade restrictions against you.

Keep in mind that I do not control the actions of my soveriegn allies, but my recommendation could be influential.

I am in possession of your reply, please allow me to clarify and respond.

1) I am not in contact with the rulers of Egypt, so I did not wish to speak for them, nor could I with any credibility. I encourage you to make peace with them at your leisure.

2) To address your concerns, perhaps we will agree to German advisors alongside the Tsar's forces? I can assure you that the Trinity Alliance will not tolerate certain other countries being present in the force.

3) Regarding a RoP agreement. Turkey is free to make their own agreements as advised by their counsel. However, given the state of war, and general disdain within Turkey for Persian forces, I would advise you to remove your troops.

Given that you had committed to ending your westward advance, and had indicated that you have no designs on Europe, I am somewhat puzzled by your desire maintain passage.

i wanted the RoP to allow me to maintain some influence in Turkey, i had forgotten that all of babylon was joining the turks.

As for any suspicions that people now have as to myself and the continent of Europe, to Invade through Turkey would be to Invad Greece or russia, either of whom's army wouldn't have much trouble with my army, Greece being led by brilliant tacticians and Russia greatly out numbering my forces. i have no other windoe to Europe except my new ports on the Medditerranean and the combined fleets of the Medditerranean could crush my Med. fleet.
