Nation Background: Scotland, much like Ireland, has reclaimed its independence during the first two English Civil Wars, and with French help. While Ireland became a parliamentary monarchy, Scotland instead became a republic, dominated by the Lowland cities, causing some tensions with the Highlanders (the climax being in 1717-8, with the unsuccesful Highlander Rising). In foreign policy, Scotland has maintained a policy of neutrality, although during the Third English Civil War (1699-1702) there was much talk of intervention on the French/Royalist side. Scotland has recently undergone some centralizing reforms.
