TO: The Rulers of the Newly Liberated Balkan States
FROM: His Royal Highness, King Julien-François I of the French
You men have been a most glorious gift - the gift of freedom. The gift of peace of mind, and above all, the gift of life. No more shall you and your peoples have to cower in fear from the Turkish overlords, no more shall they rampage your lands and butcher your citizens. You are now their overlords, and your words contain more might than theirs ever will on the world stage. You have achieved a victory which has never been paralleled in the history of humanity. You have managed, single handedly, to free yourselfs without spilling one drop of blood.
Now the only thing we ask of you is to not lose this oppurtunity, and work together to build a strong future for both you and your posterity. If you prove yourselves capable, France and Russia will be oblidged to help.
In closing, we welcome all of your new nations into the world's diplomatic community and hope to continue strong relationships with your peoples.
