There isn't a 1 movement speed loss for civilians in expertise? Decided against it? Just looking at the description...
Also a suggestion (this isn't beta related), would it make sense for the "world ideology" proposal to only be available once at least 2 ideologies have been taken? Currently you can propose it if you get the first ideology and players without ideologies are always neutral towards it.
You can't actually build atom bombs with the manhattan project tech (atomic theory), so I suppose there isn't a need to ban them at that point.There used to be some sort of decent interval, like with nuclear non-proliferation, which comes well after the Manhattan project. Is there still?
Playing on King difficulty, and AI still starts with a free scout, not a free pathfinder (Less than five turns in on Epic speed). Should I Github this one?
Since I almost always play on Epic, I really don't like that free scout since travel time is significantly reduced compared to the time it takes to build a new recon unit. Can anyone point me to the file I need to edit?
So is playing wide still viable do you guys think? With these new policy costs, I notice that with Authority 5 cities, I was still at 4 policies in late classical era. With progress and authority, you tend to have a few more cities and I actually HAD to take the inspiration religious belief.
Just some observations about one of my games so far:Don't know about Progress, but Authority is still viable if you focus more on bullying and razing captured city. Here's the state of my game:
France-Prince-Huge-22Civs-43-CS-Epic nearly 250 turns 5 cities, Temple of Zeus - Petra - Terracotta, razed 3 cities, Grand Mesa but no culture from luxuries, Authority filled most Civs are 1 policy behind, all ancients techs and in classical only 2 behind leaders (Progress Russia and Tradition Korea), also found and enhanced a religion.
Playing with 'Community Events' and 'Events and decisions' but it gave me mostly gold, a great prophet, comets and maybe 250 culture/science worth in barbarian raids
With Venice or Arabia I can get a cultural victory around modern, going with 1 city for Venice and usually 1~3 with Arabia. (Edit: Emperor and Standard speed)I am not entirely sure if it's just me, but it still feels that if you go relatively tall(well, most anything less than infinite city spam or conquering really), you still tend to win cultural victory waaaay before diplomatic or space victory even becomes a thing to consider. Partially because the AI loves their city spam so you end up with a tourism modifier from them having more cities in the triple digits. Granted, I do love my tall, well-built empires but anyway.
Anyone else feeling this?

I'm not trying to bash the dev team's work at all. I'm aware it's still in beta phase, however I can't say I'm pleased with the policy costs so far. I think they're just too high now, at least in epic speed. If you have a good start (like I have), I think it's a colossal advantage in terms of gaining social policies. I'm currently on 7 policies whilst everyone else has 4 or 5.

Wouldn't this be a bit of an early setback as you'd quickly be swarmed by barbs? Personally I'd rather just have the production cost of pathfinders be reduced as they're really only useful early on and their value only diminishes as the game goes on.
